Will Crystal Lakers End up Paying for a Grade School Twice?

The Northwest Herald has a fascinating article about the possibility of the Crystal Lake Library District using a Crystal Lake Grade School District elementary school.

Wednesday night the Board held a meeting in which the following was on the agenda:

AGENDA ITEMS REQUIRING DISCUSSION AND/OR BOARD APPROVAL
5.1 Discussion on D47 Facility Use – Dr. Mendoza

Naturally, I am seeking more information.

But, let’s assume the Northwest Herald story is accurate and the Elementary School District is thinking about re-visiting the possibility of closing a grade school.

When I wrote my article about the possibility, I suggested either Husmann or South Schools could be converted to housing for seniors. Both have advantages. Husmann because it is within walking distance of Downtown and across from the library building and South because it one story with a basement.

And enrollment continues to fall:

  • 2007 – 9,124
  • 2011 – 8,359
  • 2012 – Down another 300 the NWH reports, although I cannot find enrollment figure on the DE47 web site

So down about a thousand since the recession started.

Now comes forth a new option.

Having the Crystal Lake Public Library use one of the grade schools.

Husmann Grade School is right across the street from the Library. It underwent at least extensive exterior renovation this past summer.

There are several problems with such a possibility.

Crystal Lake taxpayers might get stuck with paying for a grade school twice.

The library is a City library.   That means those living outside of Crystal Lake cannot use it without paying what they would have paid in property taxes had their homes been inside the City limits.

However, the school district boundaries are much larger.  Lakewood, part of Prairie Grove, part of Lake in the Hills and lots of unincorporated subdivisions surrounding Crystal Lake helped Crystal Lake residents pay for the schools.

The other consideration is that when Prairie Grove is developed, there will presumably still be the need to a new grade school building.

Perhaps the School Board would consider renting an elementary school to the Library Board, just in case the economy takes off again, providing the need for another grade school.

It would seem to me that we would not want to follow Huntley’s example in which the taxpayers were forced to pay for schools twice.

The Huntley School District sold its high school and either a nearby grade or middle school to the park district.

Now, the park district boundaries are closer to the school district boundaries in Huntley than are Crystal Lake’s limits to those of District 47, but most Huntley area taxpayers ended up paying for the schools twice.

That, of course, is an argument for consolidation of governments…unless one thinks paying for public buildings more than once is a good idea.

“Approximately 100 feet of chain link fence was damaged/vandalized along Paddock street. Post caps were removed, stabilizing wires cut, etc. Some part of the fence actually taken away.”

What Crystal Lake Grade School to Close

The Northwest Herald’s Brett Rowland wrote a thought-provoking article published Sunday about how Crystal Lake Grade School District 47 has had fewer and fewer students after 2007.

Down from 9,124 to 8,359. Down 765 students.

So, there seems to be excess capacity. Looks like at least one school too much from the grade school sizes listed below this article. They run from 438 students at South to 714 at Glacier Ridge.

Cary faced a similar situation and has closed one school already. District 26 is also considering closing a second.

Let’s think about what school might be closed in Crystal Lake.

We’re talking elementary schools here.

Without comparing capacity with enrollment, I’ve been thinking about what school might be the most advantageous to be closed.

Age has to be one factor considered.

Husmann Elementary School from McHenry Avenue

The oldest is Husmann Elementary School.

Husmann Grade School and the Crystal Lake Library from Paddock Street.

That’s the school across from the library.

South Elementary School

The second oldest is South Elementary School. It was built it the 1950′s.

As I thought about how the schools could be re-used, the best senior citizen project I have ever seen came to mind.

Parkside Manor in Belvidere

It’s Parkside Manor in Belvidere. I found it in 1972 when I was going door-to-door for state representative. The units were efficiencies and each one faced on green space.

South School wouldn’t match the bucolic setting, but Cress Creek, which goes through pipes under the playgrounds of South Grade and Lundahl Middle School could be uncovered and naturalized, as was a stream flowing through the farm where Sun City was constructed.

Taking it out of the pipe might help the periodic flooding problem, too.

And, part of the school overlooks the Dole Mansion grounds.

As an added bonus, the Crystal Lake Park District’s Main Beach is within easy walking distance.

In short, the building could be renovated for efficiency apartments. A number of the rooms already have running water.

After parents' cars have filled the parking places at South, the only place to wait is on Nash Road. District 47 has spent no money to improve the problem, unlike improvements made to Husmann and West Grade Schools.

South also is the least parent pick-up friendly. It is the only grade school were parents picking up or dropping off kids must do so on the street. Undoubtedly, a apartment developer would figure out a way to put a circular driveway, complete with parking, in front of the school similar to West School’s.

Historic Husmann, the original high school which is named after grade school principal John Husmann who refused promotion to superintendent because he wanted to stay with the children, should be saved for historic reasons.

Besides possibilities for parking spaces on lots of the asphalt playground area, there is a lot and drive -through to the east and a separate lot across Franklin Street.

It has had major additions constructed, has adequate parking possibilities (including the lot across the street where the old, architecturally unique pump house was leveled to provide more spaces).

The front entrance also has a sloping sidewalk, where it was accessible only up steps before.

Because there are numerous people my age in town who grew up here, this location’s walking distance proximity to Downtown Crystal Lake might prove appealing.

The Bluesniks played at Duke O'Brien's one recent April Saturday night. The band consists of Tony Biell, Piano & Hammond organ; Mike Bakalar, vocals and harp; Joe Kay, guitar; Jim Cheatle, drums; Mitch Goldman, tumptet; Robb Calabro, saxophone. They are worth hearing. The next public venue is June 19th at Kiefs Reef in McHenry.

It might even prove appealing to younger folks, given the entertainment district that has taken root downtown.

There is another possibility for part or all of the building.

Its basement was the first Crystal Lake Library.

Could some or all of the other floors be strong enough to hold books?

Could parts of the library occupy Husmann?

The other grade schools are not located where immediate adaptive re-use comes to mind.

Attempted Central High School Girl Abduction

I was alerted to look for something by District 47′s Communications Director Lori Parrish’s having robo-called to tell me the same information.

Forewarned, etc.

Alert Name: Attempted Child Abduction

Alert Type: High Importance

Complete Message:
This afternoon a female high school student who was walking back to school following her lunch period, was approached by a man in a small silver 4 door vehicle in the east parking lot of Husmann Elementary School. [Emphasis added.]

The student was not harmed and returned to school safely where she informed administration about the situation. The Crystal Lake Police Department is investigating the incident and there will be an increased police presence in the neighborhood this afternoon and in the future. As is the case every day, all of District 47 schools have adult supervision before, during, and after school to help ensure student safety.

We urge you to talk to your children about situations such as this and the appropriate response, such as contacting school staff or the police department.

District 47 Provides Pick-Up Lane for Hussman and West Grade Schools But Not at South

“Hey, what are you complaining about? Your ticket only costs $10 and you don’t have to go to Woodstock”

Crystal Lake parking ticket dropping off my son at South School, I was going to do a follow-up story about drop-off arrangements at other District 47 Crystal Lake elementary schools.

Unfortunately, the Crystal Lake Central High School boys’ bathroom mirror Virginia Tech threatener got in the way.

Saturday, I showed you the improvement to West School. Here it is again.

At Husmann Elementary School, District 47 not only bought the splendid old pump house and tore it down to make an employee parking lot, but it also purchased the two houses east of the school and tore them down. You can see the parking lot and drive-through lane created for picking up lanes in the photo above, taken from the library side of the school.

That does not stop people from parking on Franklin Street across from Crystal Lake Central High School in a no parking zone (click and you can read the sign in the foreground) while waiting their turn to pick up their kids, but it is so much better than the situation at South Elementary School.

I think I’ll drive past some other schools and see if there are worse pick-up problems than exist at South.
