			<content:encoded><![CDATA[<p>Lack of inter-connectivity has always been the problem in delivering bus service to the suburbs.  To get from one town to the next, you had to be able to get from your home to the bus stop.</p>
<p>During the 1974 RTA referendum, proponents promised,</p>
<blockquote><p>“Public transportation, when and where you need it, throughout the region.”</p></blockquote>
<p>“Right,” I thought then.  “Not in my lifetime.”</p>
<p>Now local officials have forged an agreement to allow those living in Crystal Lake (the city, not the zip codes 60012 and 60014) to get to and from home and McHenry and/or Woodstock or anywhere in Dorr Township, plus all combinations thereof.</p>
<p>Here is the county&#8217;s press release on the ribbon cutting:</p>
<p style="text-align: center;"><strong>PACE Ribbon Cutting</strong></p>
<p>WOODSTOCK, IL – A ribbon cutting ceremony was held this morning to commemorate the launch of a program to expand Pace Dial-a-Ride services in McHenry County.</p>
<p>The Program, which officially went into service last Saturday, enables registered users to arrange transit trips between the cities of Crystal Lake, McHenry, and Woodstock, and for seniors and people with disabilities the area also includes all of McHenry Township and unincorporated Dorr Township.</p>

<p>Near the Vietnam War Memorial at the County Administration building, County Board Chairman Ken Koehler provided a few words for the occasion:</p>
<blockquote><p>“It would be an understatement to say it’s been a very long journey from planning stage to implementation of these services… This project, funded by the Senior Services Grant Commission and the County Transit Grant Program will have immediate impacts to many with limited mobility in the County and will, in the long-term, create positive social and economic impacts.”</p></blockquote>
<p>The seeds for this service were first planted in 2005, when the County Board approved a Transit Plan calling for the coordination of transit services.</p>
<p>Pace Board Chairman Richard Kwasneski heralded the new service as an example of the kind of coordination that will be necessary for successful transit systems in the future.</p>
<p>Sandra Salgado, McHenry County Board member and Chair of the County’s Senior Services Grant Commission, expressed how happy the Commission members are to see this service provide new transportation options for McHenry County’s seniors.  In late 2007, the Senior Services Grant Commission awarded funds to the McHenry County Division of Transportation to begin a program of coordinated transit services.</p>
<p>Anna May Miller, also a Board member and Chair of the County’s Transportation Committee, shared her enthusiasm for this first step in coordinated, expanded transit services.  The Transportation Committee authorized a Transit Grant Program that provided funding for the service in 2009 using the County’s RTA Sales Tax.</p>
<p>County Chairman Koehler, Pace Chairman Kwasneski, County Board Member Salgado, County Board Member Miller, and McHenry Township Supervisor Donna Schaefer cut the red ribbon over the door of the Pace bus, officially declaring the service up and running.</p>

<p>At election night&#8217;s Crystal Lake City Council meeting, City Councilwoman Carolyn Schofield, elected last year, took the lead in getting a resolution on the agenda at tomorrow night&#8217;s meeting asking for recognition of the city&#8217;s Watershed Ordinance by county government.</p>
<p>You may remember that both Ellen Brady Mueller and Donna Kurtz made something of that issue during their campaigns for a District 2 slot on the fall county board ballot.</p>
<p>From a resident of the watershed&#8217;s perspective, it is so, so difficult to understand that the McHenry County Board has thus far not figured out how important protection of our lake&#8217;s watershed is to local residents.</p>
<p>You would think they might have figured that out when a citizen uprising killed the minor league baseball stadium at McHenry County College.</p>
<p>After all, half (that&#8217;s right, half) of the entire county board represents parts of Crystal Lake.  With all residents of the Crystal Lake Park District having access to the lake, how can one explain why the board has not taken action already.</p>

<p>My prediction is the resolution will pass without dissent Tuesday.</p>
<p>If that doesn&#8217;t convince the county board to follow the not-as-strict-as-it-could-be watershed protection ordinance, the next step, it would seem to me would be to invite those twelve county board members to a meeting of the city council.</p>

<blockquote><p>“That the Mayor and City Council request the Regional Planning Commission include the Crystal Lake watershed and its regulations in the list of watersheds that exist within McHenry County in the 2030 Comprehensive Plan document.”</p></blockquote>
<p>The resolution points out that the lake&#8217;s watershed is 6.39 square miles of which 3.69 square miles are within the City of Crystal Lake.</p>

<p>I <a href="http://mchenrycountyblog.com/2009/11/30/video-slot-machine-vote-tuesday/">predicted</a> last night that the McHenry County Board would approved what proponents insist on calling video poker.</p>
<p>But, this morning social conservatives on the board pulled off a 13-10-1 victory.</p>
<p>That was with the help of all three Democrats on the county board.  (Counting only Republicans, the vote would have been tied  10-10.)</p>
<p>Lake in the Hills member Paula Yensen has personal knowledge of how devastating gambling can be to a family.</p>

<p>Perhaps also influencing the vote was the leadership that Democratic Party State Rep. Jack Franks has taken on the issue.  He attended a Patriots United debate on the subject after returning from one of this fall&#8217;s veto sessions.</p>
<p>All Republicans representing McHenry County in the Illinois General Assembly except State Senator Dan Duffy, that is, State Representatives Mike Tryon and Mark Beaubien, plus State Senator Pam Althoff, voted supported video slot machines.</p>
<p>Voting in favor of a ban of the video gambling machines in unincorporated areas were the following, who are grouped by county board district (those up for election this year are show in bold face type):</p>

<p>The Illinois General Assembly tripled the RTA sales tax spring a year ago to bail out the CTA.  (No McHenry County legislators voted for this tax hike.)</p>
<p>Money to finance the gas for the bus you see above&#8211;about $5,800 a year&#8211;will come out of McHenry County&#8217;s local share, most of which will be spent on roads.  The lease of the bus for five years is coming from Veterans Assistance Commission funds, according to Adam Lehman, McHenry County government&#8217;s new Public Information Officer.</p>
<p><strong>Ribbon Cutting Ceremony for Locally Based Service for the VAC of McHenry County</strong></p>
<p>WOODSTOCK, IL – The Veterans Assistance Commission (VAC) of McHenry County hosted a ribbon cutting ceremony for the new Locally Based Service (LBS) Vehicle. This event took place at the McHenry County Administration Building yesterday in conjunction with Veteran’s Day.</p>
<p>The new “Champion” LBS vehicle has a capacity of 11 passengers and will be dedicated to the transportation of veterans throughout McHenry County. The vehicle is being financed through RTA sales tax funds to provide this first of its kind service in Illinois.</p>
<p>County Board member Mary Donner highlighted the positive impact this service will have.</p>
<p>“McHenry County has always had a strong cooperative relationship with the VAC and now also with PACE. This unique relationship allows McHenry County and PACE to assist the VAC with providing a premium service to our veterans. What could be better than serving those who have served us?”</p>
<p>During the event, the VAC of McHenry County Director Mike Iwanicki shared how this new LBS vehicle will further benefit local veterans along with McHenry County Veterans Programs, such as the Illinois Veterans Lottery Grant and VA compensation and pension claims.</p>

<p>The McHenry County Board meeting debate Tuesday was extraordinary in its lack of focus on the gambling issue.</p>
<p>Algonquin&#8217;s Marc Munaretto put it best, asking why two resolutions, one to hold an advisory referendum on the issue and the other to ban video slot machines in unincorporated areas had gotten out of the License and Liquor Committee.</p>
<p>I wasn&#8217;t at the committee meeting when that happened, but someone who was told me that Barb Wheeler had made a motion to recommend a resolution banning video gambling and it almost failed for lack of a second.</p>

<p>The majority of the committee pretty obviously wanted a vote on the referendum resolution first, although Mary McCann may have changed her mind, because she voted against holding an advisory referendum.</p>
<p>The committee being a collegial group, however, both resolutions were forwarded to the county board.</p>
<p>A vote on the referendum question was scheduled for Tuesday; the one on the outright ban at a later meeting.</p>
<p>This did not please Wheeler, who tried to change the agenda so the ban could be voted upon Tuesday.</p>
<p>Clearly Wheeler is against this extension of gambling and was satisfied that her vote would represent her constituency.</p>
<p>It is much less clear how her colleagues would have voted today or will vote in a month.</p>
<p>If any of the opponents have taken the kind of tallies I used to take on the House floor in Springfield before one of my important bills, they have not shared that with me.</p>
<p>With many of the members up for re-election, going to a referendum could be considered a cop-out, that is, a way to avoid making a potentially dangerous political decision before the Feb. 2nd primary election.</p>

<p>“I want to know what the voters in McHenry County feel about this.”</p></blockquote>

I praised him and other House Republicans for forcing Democrats to cast the votes for any income tax those Democrats think they require.  Beaubien is on the right.</p>
<p>(A parentheses about why Republicans should not vote for an income tax hike:<br />
<blockquote>When Ron Blagojevich took office, he said he discovered a $5 billion budget deficit.  Funny how he couldn&#8217;t find it before the election, but, assuming he was correct, I figured it was a two-year deficit that could easily be worked off&#8230;if Blagojevich made cuts similar to those proposed by Governor George Ryan, which Blagojevich campaigned against.</p>
<p>Blagojevich and the Democrats controlling the General Assembly did not cut the budget.</p>
<p>They raised it about $1 billion a year.  Health insurance for illegal aliens, etc.</p>
<p>After six years, Blagojevich&#8217;s replacement, Pat Quinn, announced that there was an $11 billion deficit.</p>
<p>Let&#8217;s see.</p>

<p>Former McHenry County College Board member and bond counsel <a href="http://www.mchenrycountyblog.com/2007/06/skepticism-about-baseball-teams-ability.html">Tim Stratton</a> told the committee that they is going to be “wide availability.”</p>
<p>President Barack Obama&#8217;s stimulus package is providing a stream of income (from borrowed billions need not be noted).</p>
<p>Guess the banks that got the billions still aren&#8217;t loaning to small business folks.  I talked to a couple of CitiBank clients who had had their lines of credit cut, which would lead one to believe that the President&#8217;s plan is not working to these businessmen&#8217;s satisfaction.</p>
<p>First, McHenry County is going to become a “recovery zone.”</p>
<p>The county board just needs to pass a resolution.</p>
<p>The bonds will be highly taxed favored, won&#8217;t be counted against the county&#8217;s debt limit and, hey, we county taxpayers don&#8217;t have to worry if anyone defaults.</p>
<p>And, we Federal taxpayers, well, this is the year to switch your 401(k) retirement savings into a Roth IRA.  (Of course, you&#8217;ll have to pay taxes on the money, but the tax rate has to be higher than it will be after the Democrats and President hike them to pay back the trillions they are borrowing.)</p>

<p>I can&#8217;t remember the campaign (one in the Cary area pops into my mind), but a former managing editor pledged that a political insert would no longer be allowed the day before an election.</p>
<p>The Republicans in Nunda Township, labeling themselves “Team Nunda,”<br />paid for an insert that I didn&#8217;t get, but discovered while reading the paper at the First United Methodist Church of Crystal Lake.  The church is located just north of the Algonquin-Nunda Township line, which is Crystal Lake Avenue.</p>
<p>So, it appears the local GOP candidates didn&#8217;t waste their money on the Algonquin part of Crystal Lake.</p>
<p>The Team Nunda sign is reproduced on both sides of the three color campaign piece.</p>

<p>We are pleased to announce and delighted to extend our warmest welcome to the new Director of The Illinois Department of Veterans Affairs, Dan Grant.  Director Grant will be in attendance at the Stand Down on Monday, March 9th.</p>
<p>“The individuals attending our stand down, coming for assistance are truly heroes.  Each and every one of us owes them our gratitude for the freedoms we enjoy, worldwide.</p>
<p><a onblur="try {parent.deselectBloggerImageGracefully();} catch(e) {}" href="http://www.mchenrycountyblog.com/uploaded_images/Sign-Stand%20Down%20for%20Homeless%20Vets-714004.jpg"><img style="margin: 0pt 10px 10px 0pt; float: left; cursor: pointer;" src="http://www.mchenrycountyblog.com/uploaded_images/Sign-Stand%20Down%20for%20Homeless%20Vets-711923.jpg" alt="" border="0" /></a>“The reasons that they have reached the point in need of assistance, varies as widely as your own individuality.  The people coming to the stand down for assistance are not only recent veterans from Iraq and Afghanistan, but are also veterans that reach as far back as the Vietnam War, the Korean War and the code talkers of WWII,” said John Blanchard, executive director of National Association of Systems Administrators Education Corporation (NASA Education), the sponsor of the event.</p>
<p>He added that the organization is expecting to provide services to at least 200 veterans.  As NASA Education motto states, “Through ‘help and healing and delivering on their hope’, these individuals want to rejoin the mainstream of our productive society.  They were once the most loyal, dedicated, responsible and professional employees that the federal government has ever had and they need to get that back.“</p>

<li>employment services by Reynaldo Infante of Veterans Employment Training Service (VETS)/ Department of Labor through the Illinois Department of Employment Security (IDES),</li>
<li>referrals for housing assistance and other services by Mike Iwanicki and Cheryl Kirsch of the McHenry County Veterans Assistance Commission and John Carr of the Kane County Veterans Assistance Commission,</li>
<li>legal counseling by Attorney Jeffrey Antonelli. </li>
<li>Phyllis Taylor Smith of the U.S. Department of Veterans Affairs will verify military status and eligibility for services as well as claims processing; this office can and will make things happen. </li>
<li>Sheryl White from Sr. Services,</li>
<li>Siobhan White from Hospice of NE IL and</li>
<li>representatives from the Social Security will also be on hand to assist with any questions and applications for SSDI. </li>
<li>The American Red Cross will also be on hand to provide assistance. </li>
<li>Veterans will be able to register for medical care at North Chicago VA Medical Center and Hines VA Medical Center at the Stand Down. </li>

<p>NASA Education will accept applications for participation in Project Fresh Start, its comprehensive workforce and community reintegration program for U.S. veterans who are displaced, disabled, homeless or otherwise in transition. NASA Education will also accept applications for its 32-bed transitional housing facility for homeless veterans.</p>

<p>NASA Education’s very own Veteran Service Officer, Eric Behler will also be on site to assist veterans in applying for VA disability claims and other VA benefits and DD214s.</p>
<p>“The individuals that come to the Stand Down are in need of a safe place to be, workforce and community reintegration training and an opportunity to be back on track where they should be, and that’s exactly what we provide through our main program Project Fresh Start.  Employers that wish to have dedicated, English speaking trainees that will show up to work and have a burning desire for a new career should strongly consider Project Fresh Start participants,” said Blanchard.<br />

<p>Clothing, military gear, meals and the use of shower facilities will be provided on both days, and overnight shelter will be provided on Monday, March 9th.</p>
<p>Individuals and organizations from the community have donated new and gently used clothing and shoes, new underwear and socks, and toiletries.</p>
<p>Partial funding over the past 3 years, for the Stand Down has been provided through grants from the Veterans Employment and Training Service (VETS)/U.S. Department of Labor.</p>

<p>Transportation will be provided to the Stand Down for the veterans from various pick-up points throughout the community.</p>
