Daily Herald Endorses McHenry County Incumbents

Looking for something else, I found a summary of the Daily Herald’s endorsements in McHenry County’s Republican primary.

All the incumbents were endorsed. When the paper couldn’t find enough incumbents running, it endorsed incumbent Republicans who were defeated by Democrats two years ago.

It appears the Daily Herald doesn’t think there is reason for any voter unrest in McHenry County.

But it does remind me of Dan Walker political operative and Department of Transportation Rest Stop Inspector Gary Fears.  In 1976, my intern Art Sternberg, then a Lakewood resident, now a Chicago lawyer, examined Fears’ time cards to make sure he didn’t take more time off for politics than he had coming in vacation and personal days off.

And off the public payroll came Fears.

At the time Springfield Republican Bill Cellini’s group got money to build a new Downtown hotel next to the new convention denter, Fears got money to build a Holiday Inn in Collinsville, my failing memory tells me.

At one point Walker ally State Rep. Hal Byers said that Fears wanted to know why I disliked him so much.  Since I had never met Fears, I had and have no animosity toward him.  I just thought if Dan Walker were going to have political operatives they should be on his political payroll, not my constituents’.

I don’t know whether it was then or later, that someone, maybe Byers, told me that Fears was a member of “the Incumbent Party.”  He supported whoever was in power.

Maybe the Daily Herald is a member of the Incumbent Party, too.

Sheriff’s Candidate Zane Seipler Files ALAW’s Conflict of Interest Form

So far thirteen candidates for the McHenry County Board have filed the conflict of interest forms that the Alliance for Land, Agriculture and Water have suggested be applied to all county officials.

Yesterday, Zane Seipler, who is challenging three-term incumbent Keith Nygren for Sheriff, filed his form.

“I have nothing to hide. Literally, nothing at all!”

he emailed me with his filled out form.

This marks the first time that the issue of ethics raised by ALAW has reached the level of offices all of us in McHenry County get to vote on.

Two additional county board members filed as well.

They are incumbent Sandy Salgado, who is running unopposed along with incumbent Pete Merkel, in District 3’s Republican primary election. Their Democratic opponent Jeff Thirtyacre was one of the first to file.

ALAW’s request for info should be the beginning of cleaning out the people that cause harm to our County.

We need this kind of openness with all our Government the time for dishonesty and Greed has to come to an end.

And This needs to go for all government starting with Township and School Districts and their Boards,also Hospital Boards where ever there is politics it should be in place so that we don’t have another situation like the one we just had with our former Governor.

I believe we need a States Attorneys office that doesn’t work for just one party it work for the people.

And a Sheriffs Department that’s officers care about all of our County not just where they live.

Besides Salgado, District 6 Republican candidate Richard Draper of Wonder Lake has filed his questionnaire.  He is the third in this most rural district to have filed the ALAW questionnaire.  Preceding him by three days were challenger Dianne Evertson and incumbent Mary McCann.  Incumbent Dab Ryan has not yet filed the form.

Voluntary Potential Conflict of Interest Disclosure Gains Momentum as a Campaign Issue

One of the roles McHenry County Blog plays is alerting daily newspapers of stories they otherwise might not think of.

This might be one of those articles.

The Alliance for Land, Agriculture and Water came up with an idea to help remove the suspicion that many members of the public have that county board members use their office for personal gain.

If you tell me people you have talked to haven’t brought this up, I’d suggest you are not very deeply into local citizenship.

The questionnaire idea was presented at the committee level of the McHenry County Board, received a chilly reception, and sent to the State’s Attorney’s Office for reviews, that is, to see if any or all of it would be legal for a non-Home Rule unit of local government to impose upon its officials.

Then, District 3 challenger Craig Steagall decided to fill out the form and submit it to ALAW.

District 2 challenger Donna Kurtz followed suit.

As of now, seven challengers and three incumbents have submitted such information about their personal financial situation.

Ten in all.

Considering Steagall is in District 2 and has demonstrated deep enough pockets to buy full page ads in the Northwest Herald, perhaps it is not surprising that two of his opponents—former County Board member Nick Provenzano and incumbent Barb Wheeler– have decided to make voluntary disclosure.

In District 5, incumbent Tina Hill has filed. In District 6, Mary McCann is among three candidates who have made disclosure.

So, three incumbents running for re-election are willing to stand up for reform.

And, they are all women.  Does that tend to re-enforce my analysis that voters think women are less likely to be crooks than men?

And no one not up for reelection has yet to file a form.

CANDIDATES DISCLOSURES KEEP COMING

Ten candidates for County Board in the upcoming primary have now voluntarily sent ALAW statements pursuant to the ALAW conflicts disclosure ordinance. Disclosure have been received from

The disclosures and the ordinance are both posted on the ALAW web site here.

ALAW expects to receive more disclosures over the next few days and challenges all candidates file statements.

There is no deadline for filing statements, but it is hoped that all candidates will file prior to the February 2 primary election.

ALAW presented the draft ordinance to the County Board on December 1, 2009.

It is currently under review by the McHenry County States Attorney’s office. If passed, the ordinance will require up front disclosure of elected and appointed county official’s real estate holdings and business relationships with the county.

“Our intent is to dispel the perception that our county officials sometimes place personal interest over their duty to their constituents. That idea has been an undercurrent in our county for a long time, and has recently become more widely expressed by the general public,”

said ALAW Director Emily Berendt. “With “transparency in government’ being such a key issue statewide right now, and the primary election approaching, the timing was right to present this ordinance.”

“This was certainly unexpected but is a wonderful affirmation of our belief that full disclosure is as welcome by these candidates as it is by the public.”

Come to think of it, this voluntary disclosure idea probably has as it precedent the voluntary release of income tax forms by Illinois Democratic Party politician Paul Simon.  I remember reading his Atlantic Monthly article in my Aunt Louise Stevens copy while visiting my grandparents in Maryland several years before moving to Illinois in 1958.  His article about the blatant crookedness in Springfield was my introduction to Illinois politics.

McHenry County Board Bans Video Slot Machines 13-10-1

OK. I was wrong.

I predicted last night that the McHenry County Board would approved what proponents insist on calling video poker.

But, this morning social conservatives on the board pulled off a 13-10-1 victory.

That was with the help of all three Democrats on the county board. (Counting only Republicans, the vote would have been tied 10-10.)

Perhaps also influencing the vote was the leadership that Democratic Party State Rep. Jack Franks has taken on the issue. He attended a Patriots United debate on the subject after returning from one of this fall’s veto sessions.

All Republicans representing McHenry County in the Illinois General Assembly except State Senator Dan Duffy, that is, State Representatives Mike Tryon and Mark Beaubien, plus State Senator Pam Althoff, voted supported video slot machines.

The County Board’s Gambling Debate – Part 1

The McHenry County Board meeting debate Tuesday was extraordinary in its lack of focus on the gambling issue.

Algonquin’s Marc Munaretto put it best, asking why two resolutions, one to hold an advisory referendum on the issue and the other to ban video slot machines in unincorporated areas had gotten out of the License and Liquor Committee.

I wasn’t at the committee meeting when that happened, but someone who was told me that Barb Wheeler had made a motion to recommend a resolution banning video gambling and it almost failed for lack of a second.

The majority of the committee pretty obviously wanted a vote on the referendum resolution first, although Mary McCann may have changed her mind, because she voted against holding an advisory referendum.

The committee being a collegial group, however, both resolutions were forwarded to the county board.

A vote on the referendum question was scheduled for Tuesday; the one on the outright ban at a later meeting.

This did not please Wheeler, who tried to change the agenda so the ban could be voted upon Tuesday.

Clearly Wheeler is against this extension of gambling and was satisfied that her vote would represent her constituency.

It is much less clear how her colleagues would have voted today or will vote in a month.

If any of the opponents have taken the kind of tallies I used to take on the House floor in Springfield before one of my important bills, they have not shared that with me.

With many of the members up for re-election, going to a referendum could be considered a cop-out, that is, a way to avoid making a potentially dangerous political decision before the Feb. 2nd primary election.

Others believe with Mary Donner:

“I truly believe in my heart this belongs on a referendum first.

“I want to know what the voters in McHenry County feel about this.”

GOP McHenry County Board Contests in All But the McHenry District

Maybe it was the $20,000 salary, plus full and generous health coverage, but whatever the motivation, all the incumbents but District 4 incumbents Sandy Salgado and Pete Merkel, both from McHenry, drew challengers.

Twenty-three people are vying for twelve spots on the fall ballot.

Thirteen are women; ten men.

In District 1, incumbents Anna May Miller and Yvonne Barnes are being challenged by Cary’s Bob Nowak.

In District 2, incumbents Ken Koehler and Lyn Orphal will face not only MCC Board member Donna Kurtz, but Crystal Lake City Councilwoman Ellen Brady Mueller, but also Sandra DePaul.

Mueller likes to be last on the ballot, but she didn’t wait long enough this afternoon. DePaul gets the coveted spot, worth an extra 5% in a six-person race, probably less in this five-person race.

In District 3, newly energized entrepreneur Craig Steagall, who lives just north of Crystal Lake will take on incumbent Barb Wheeler, former county board member Nick Provenzano and newcomers Veronica Armstrong and Karen Tynis.

Steagall is known for his full-page ads in the Northwest Herald in opposition to Metra’s purchase of 17 acres next to the old 84 Lumber (new Alexander’s Lumber) on Country Club Road.

Those ads have attacked McHenry County Board Chairman Ken Koehler. Less well known is that he put together the people who built Prairie Ridge High School’s soccer field.

In District 5, Dave Frederick filed his nominating papers. The veterinarian will be running against incumbent Tina Hill and former county board member John Jung. The announced candidacy of John Vrett did not materialize.

In District 6, incumbent Mary McCann filed her petitions Monday. She joins incumbent Dan Ryan and challengers Richard Draper of Wonder Lake, Dianne Evertsen of Hartland Township and Victor Naursis of Woodstock.

Schedule for Electronic Slot Machine Gambling Votes Set in McHenry County

John Hammerand, Chairman of the McHenry County Board’s Liquor and License Committee has informed McHenry County Blog that the question of whether an advisory referendum will be put on the February 2nd primary election ballot will be voted upon November 3rd.

About a month later, the question of whether to ban video poker, as it is euphemistically called by proponents, will be discussed December 1st.

Four-Way Republican McHenry County Board Primary Election Looms in District 6

If those who got petitions from the McHenry County Clerk’s office follow through by getting signatures and filing for the GOP nomination for the McHenry County Board in the most rural district, there will be a four-way race.

It’s a pretty good gig, although nothing like as good as in DuPage County:

  • FY 07 $48,620 (0%)
  • FY 08 $50,079 (3%)
  • FY 09 $51,581 (3%)
  • FY 10 $53,645 (4%)

with $3,000 more for each committee chairman and a $1,000 bonus for vice chairmen.  (Undoubtedly, the DuPage County Board chairman uses the extra money to build the strength of his coalition.)

Lake County Board members will take home $44,074 by 2012.

In McHenry County, the salary is approaching $20,000, plus full health insurance, if a member wants it.

The exact figure this year is $19,327.10.  And unlike DuPage County, the McHenry County Board members will see salary increases proportional to the increase in the Consumer Price Index.

Assuming the CPI increases 1/10 of 1%, members will receive a $19.33 raise next term.

Anyway, you can see why folks might want to run for the office.

As I have written previously, Ray Humphreys, a wise Republican campaign school elder (former West Virginia state representative and congressional candidate) outlined three motives for seeking office way back in 1967:

  • Power
  • Prestige
  • Pecuniary

Now, I’m not saying that people don’t run because they want to “make a difference,” etc.  But I would observe that one can make more of a difference if one gains the power of public office.  And the money isn’t bad for a very part-time job.

The two incumbents are running for re-election.

They are Dan Ryan and Mary McCann.

Joining the fray are Mark Shepherd and Nick Carroccia.

Shepherd ran in 2006, coming in fourth of seven candidates.  That’s the election that

  • Mary McCann received 2,189 votes
  • Dan Ryan – 1,718
  • Ersel Schuster – 1,706
  • Harry Alten, Jr. – 1,555
  • Mark Shepherd  – 1,512
  • Former Regional Supt. of School Don Englert – 1,512
  • Michael Cederlund – 807

Schuster was elected to the board in 2008.

Shepherd is a Hebron village trustee and a Republican precinct committeeman.  I saw him at McHenry County State’s Attorney Lou Bianchi’s fund raiser.  Too bad I didn’t take a photo I could share with you.

I understand Carroccia is close to former McHenry County Circuit Clerk Bill Kays, whose sister Mary Lou Zeier retired last year.  Carroccia is identified as Integrated Justice Project Manager in the April 6, 2009, minutes of the Joint Law and Justice Committee and Finance and Audit Committee.
