The McHenry County Tax Districts That Made Good Faith Efforts Not to Raise Taxes As Much As Possible

May 03, 2013 By: Cal Skinner Category: Extension, McHenry County, McHenry County Clerk, Property Tax, Property Tax Bill, Real Estate Tax

Tax Man Del Ad with words

The Beatles sang “The Tax Man.” “Be thankful I don’t take it all.”

This has been the week that tax information was posted on the McHenry County Clerk’s web site.

Pretty much anything anyone would be interested is there, but to make it useful for comparison purposes requires quite a bit of work.

The following articles take a look at various aspects of McHenry County tax bills that will soon be mailed. Click on the title to see the contents.

Take a look at those tax districts that asked for about what they got last year.

The maximum allowed was 3% more than they asked for last year, the inflationary increase as measured by the Consumer Price Index.

You will note that very few are school districts. (Please understand I am eyeballing the numbers, so some listed may not meet your definition of “trying to hold the line.”)

The figures you see are called “extensions.”

They are the amounts that the County Clerk’s Office says are legal for the County Treasurer to collect. They total what taxpayers will see on all the combined bills.

Notes from the Election Front

The Courthouse

In late morning, County Clerk's employees were opening absentee ballots.

In late morning, County Clerk’s employees were opening absentee ballots.

Employees of McHenry County Clerk Kathie Schultz were opening absentee ballots this morning.

Office employees were also printing more ballots for Nunda Township. Ten percent had been delivered to each precinct but Kathie Schultz said that some precincts were running short.

Algonquin Township

The judges at the Crystal Lake Park District's Main Beach House were lonely during lunch hour.

The judges at the Crystal Lake Park District’s Main Beach House were lonely during lunch hour.

At about 12:30, only 24 had voted in my Algonquin Township 7 precinct.  Twenty-two had voted in Algonquin 19.

Nunda Township

“My friend in Nunda 18 (Rotary Building @ Vet Acres) just texted me and told me that they ran out of ballots and it was a long wait to vote!

“I was #45 at 11:15, and there were 4 people ahead of me at the Fountains.

“At 1:15 on my way home from a meeting Nunda roads were not plowed.”

Republican Precinct Committeemen in McHenry County 2010-2012

October 06, 2011 By: Cal Skinner Category: McHenry County Clerk, McHenry County Republicans, McHenry County Reublican Central Committee, McHenry County Yearbook, Mike Tryon, Precinct Committeeman, Republican Precinct Committeeman, Yearbook

Everyone seriously interested in McHenry County politics need a copy of the most recent Yearbook. They may be obtained for free by contacting the McHenry County Clerk's Office.

Here are the Republican Precinct Committeeman listed in the online version of the McHenry County Year Book as of October 5, 2011.

The ones with no precinct committeeman are obvious.

Less obvious are the ones where no one ran in last year’s GOP primary election. Those precincts are the ones with the word “(APPT)” after the Committeeman’s name.

Such people don’t have to live in their precincts. However, they may be residents.

One might reasonably conclude if they didn’t run last time, they won’t run this time.

In any event, the appointed Committeemen did not take the time to get what I would suggest be twenty signatures to get on the ballot.

(While only ten are required, I would suggest anyone interested in running get twenty, just in case someone thinks about trying to knock you off the ballot with a petition challenge.)

Who are elected Republican Precinct Committeemen next March could determine the GOP’s candidate for Sheriff, if Keith Nygren decides to resign before the November election, but too late for candidates to have run in the March primary election.

In such a situation, the Committeemen would make the decision.

The numbers you see (“TOTAL VOTE”) represent the number of GOP voters during the last primary election. These numbers are the ones used in “weighted” votes of the Republican and Democratic Parties.

Algonquin Founders Day Parade Crystal Balling

August 01, 2011 By: Cal Skinner Category: Algonquin Township Road Commissioner, Anna May Miller, Anna Miller, Bob Bless, Bob Miller, Donna Kurtz, Karen McConnaughay, Katherine Schultz, Lou Bianchi, Maggie Auger, Marc Avelar, McHenry County Auditor, McHenry County Board., McHenry County Clerk, McHenry County State's Attorney, Pam Palmer, Paula Yensen, Robert Nowak, Tina Hill

You know that I read politicians in parades like tea leaves.

Sometimes I just let the photos speak for themselves.

Algonquin’s Marc Avelar shared some photos he took on Saturday’s Algonquin Founders Day Parade.

The one below may speak volumes about who will be run from the GOP faction headed by McHenry County State’s Attorney Lou Bianchi.

McHenry County State's Attorney Lou Bianchi poses in Algonquin before the parade with the new Chief of his Civil Division, Donna Kelly.

From the picture of Bianchi in the parade, it is unclear whether Kelly was in the car. The name tag probably means she went to the luncheon at Port Edward before the parade. If so, it means she had an opportunity to meet community influentials from Algonquin. Before next spring’s primary election.

The photo I have of McHenry County State's Attorney from the parade shows him waving beside his wife Jean.

Two other countywide officials were in the parade–Pam Palmer, who is up for re-election next year, and Kathie Schultz, McHenry County Clerk. Schultz was elected last year and is in the first year of a four-year term.

McHenry County Auditor Pam Palmer and County Clerk Kathie Schultz were waving to the crowd in Algonquin Saturday.

All the McHenry County Board members are on the ballot next year, but I only got photos of three of them–Donna Kurtz, Anna May Miller and Marc Munaretto.

District 1 McHenry County Board members Marc Munaretto and Anna May Miller rode in one car driven by Algonquin Township Road Commissioner Bob Miller

District 2 McHenry County Board member Donna Kurtz was riding in a convertible behind the two District 1 board members.

Algonquin has seen significant growth into Kane County. This year newly-elected Kane County Board member Maggie Auger was in the parade.

Kane County Board member Maggie Auger was also in the parade.

The list below shows the line-up for the parade. Although I don’t have a photo of newly-appointed State Rep. Kent Gaffney, his name is on the list.  So is Algonquin resident Phyllis Walters, McHenry County Recorder of Deeds.

District 1 McHenry County Board member Bob Bless’ and Robert Novak’s names also appear, but, again, I didn’t get photos of them.  Same with District 5 Board members Tina Hill and Paula Yensen.

Karen McConnaughay, the Kane County Board Chairman who is running for State Senator west of Hansen Road, is also in the parade line-up.  Another Kane County politician, State’s Attorney Joseph McMahon is also listed.

There were, of course, the Algonquin Village Board members and Carpentersville’s Mayor.

Certainly the Algonquin Village officials were in the parade. Whether the others listed for which I do not have photos took part perhaps readers can tell us in the comment section.

Notables at the Algonquin Founders Day Parade made this list. Click to enlarge.

Then came the fire engines.

Twelve Civil Union Licenses Issued First Two Days in McHenry County & Legislative Roll Calls

June 03, 2011 By: Cal Skinner Category: Civil Unions, Dan Duffy, Jack Franks, Mark Beaubien, McHenry County, McHenry County Clerk, Mike Tryon, Pam Althoff, Roll Call

Just in case you are interested, the McHenry County Clerk’s Office reports that twelve couples were issued civil union licenses during the first two days after the law became effective.

The House roll call is below. Representing McHenry County, State Rep. Jack Franks (D-Marengo) and Barrington Hills Republican State Rep. Mark Beaubien supported the bill, which passed 61-52.

Without those two votes, the Civil Union legislation would not have become law.

Sixty votes were required for passage.

This is the post November, 2010, House roll call on civil unions. Without the two votes cast by state representative representing McHenry County, the bill would have failed. Jack Franks and Mark Beaubien supported the measure. Click to enlarge.

The 32-24 vote Illinois State Senate roll call is below:

McHenry County's two state senators--Pam Althoff and Dan Duffy--opposed the civil unions bill.

Kathie Schultz Gets Name ID

October 31, 2010 By: Cal Skinner Category: Ad, Katherine Schultz, Mark Freund, McHenry County Clerk

McHenry County Clerk Katherine Schultz doesn’t go out of her way to publicize her service to citizens, but the Northwest Herald what looks very much like a half page ad encouraging encouraging citizens to vote.

Democratic Party opponent Mark Freund must be envious.

The ad was on page 3 of the sports section.

9,500 Vote Early or Absentee

October 26, 2010 By: Cal Skinner Category: Absentee Ballot, Ballot, Ballots, Early Voting, Katherine Schultz, McHenry County, McHenry County Clerk

McHenry County Clerk Kathie Schultz

With absentee ballots, you never know if they will be returned.

But with early voting being electronic in McHenry County, once a person casts his or her ballot, it’s a done deal.

McHenry County Clerk Kathie Schultz reports that as of Tuesday 6,789 people have cast early ballots.

Another 2,814 have absentee ballots.

There are 202,033 registered voters, so 4.7% have already voted.

2nd Sheriff’s Debate Tonight, County Clerk’s, Too

October 25, 2010 By: Cal Skinner Category: Gus Philpott, Keith Nygren, Lake County League of Women Voters, League of Women Voters, McHenry County Clerk, McHenry County College, McHenry County Leagure of Women Voters, McHenry County Sheriff, Mike Mahon, Pledge of Allegiance

From left to right you see Green Party candidate Gus Philpott, Democrat Mike Mahon and incumbent Republican Sheriff Keith Nygren at the McHenry County TEA Party debate.

While it will be interesting to listen to the three Sheriff’s and two Clerk’s candidates debate tonight at 7 at McHenry County College’s Conference Center, most media types will probably be watching whether sponsor McHenry County League of Women Voters will be start the proceedings with the Pledge of Allegiance.

I’ve been giving this some thought and concluded that in times of heightened disagreement, such as right before an election, the Pledge should be welcomed for its unifying effect.

We all are, after all,

“One nation, under God”

My guess is that the McHenry County League of Women Voters will be more savy than their Lake County colleagues and lead off with the Pledge.

The League is not sponsoring a candidate’s night for state representative, even though both races are contested. The group has done so in the past. Every time I ran, I think.

Tribune Endorses Schultz, Mahon and Graham

October 09, 2010 By: Cal Skinner Category: 22nd Judicial Circuit, Chicago Tribune, Endorsement, Gordon Graham, Judge, Katherine Schultz, Keith Nygren, Mark Freund, McHenry County Clerk, McHnery County Sheriff, Mike Mahon, Sally Wiggins, Zane Seipler

In times past the Chicago Tribune endorsed down to the County Board level.

No more.

This year, just those running for countywide office and judicial posts (some of which are now smaller than countywide) are endorsed in the collar counties).

Kathie Schultz

Mark Freund

In McHenry County, “consummate professional” Katherine Schultz is endorse over Democrat Mark Freund for County Clerk.

Schultz “has a thorough knowledge of the ins and outs of how the clerk’s office functions and where to look for savings,” the editorial reads.

But for Sheriff, Democrat Mike Mahon got the nod.

Mike Mahon

Keith Nygren

“Sheriff Keith Nygren fended off a primary challenge form a former assistant who said he was fired for blowing the whistle on racial profiling in the office. Critics argue that Nygren has become too cozy with the Republican establishment.

“Democrat Mike Mahon, a 23-year veteran of the Cook County Sheriff’s office, would bring a new perspective. Mahon is endorsed.”

Gordon Graham

Sally Wiggins

The Tribune endorsed Nygren in the primary election over Zane Seipler.

For Judge, the Tribune endorsed Associate Judge Gordon Graham over Independent Sally Wiggins.

No explanation was offered.  Just the name of the circuit and Graham’s name.
