Huntley School Board President Shawn Green Says No Answers Necessary for Larry Snow’s Questions

Huntley School Board member Larry Snow asked for a number of items to be added to the Committee of the Whole meeting agenda on December 6th.

You can see his exact requests below Board President Shawn Green’s reply.

It would appear that Snow is going to have to do what any ordinary citizen would have to do—file Freedom of Information requests to get answers to his questions.

I guess being an elected member of the Huntley School Board isn’t all that it’s cracked up to be.

The agenda is being adjusted in compliance with policy. There were demands for administrators to include written reports associated with board member agenda items. We are required to provide background information for our own agenda items, and individual bored members have no authority to assign work to staff. The superintendent is not required to comply with these demands without direction from the BOE.

Amendment to Superintendent’s Contract.

Do the Performance Goals for this year need to be formally amended as part of the Superintendent’s contract?

Update on Performance Goals established for Mr. Awrey’s contract.

Under Board of Education:

Superintendent’s Violation of Policy 7:30

Please document the number of students who have been transferred to a school outside the established school boundary for that student and the number of these students currently receiving transportation by the District. Please document the administrators who knew the policy was being violated. Please explain in writing why the Board of Education was not informed at the time of the violations by any of the top administratotrs.

Explanation of Incomplete Closed Session Recording of Last Board Meeting.

Please have the administration provide a complete written explanation of what transpired. How many previous closed sessions were not completely recorded a) during the previous six months? b) during the previous 2 years?

Explanation of Missing Open Session Recordings of Last Board Meeting.

Please have the administration provide a complete written explanation of what transpired. How many of the VHS tapes from previous meetings that were to be recorded are missing? What was the procedure (and by which personnel) that was supposed to happen that evening for the recordings and back ups to occur?

Power of Attorney Granted by the Superintendent to a Board Member, not the Board President.

Please provide a copy of the power of attorney granted to a Board Member, and cite what legal authority the Superintendent had to specifically do this without the knowledge or approval of the Board of Education at the time.

Proposal for the Board to stop referring to the work conducted by Jefferson Wells as a “Forensic Audit”.

By its own admission, the work that Jefferson Wells completed did not constitute an audit according to the accounting standards they referred to.

The payroll portion of their work appears to have lacked essential forensic characteristics such as looking at specific payroll issues that were specifically identified to them during the audit and reviewing the personnel file of each administrator to identify potential payroll discrepancies.

Jefferson Wells’ not asking to look at the books of a single contractor or architect firm is a significant defiiciency if the term “forensic audit” implies to the public that its work included a thorough and complete forensic inspection of the site and construction account activities and funds.

Permanent Loss of State Aid (Previously attributied to as Kane County error)

The adminstration needs to quantify the $’s projected to be lost over each of the next 3 or 5 years.

The board needs to discuss what next steps should be taken.

Truthful Restatement of Facts Previously Made Publc Regarding former C.F.O.’s Early Retirement Option.

Mr. Skala made certain information public as Board President which now appear to be of questionable fact. I believe the facts should be restated, if necessary, to clarify what false or misleading information was distributed to the community in a Northwest Herald article.
