Des Plaines Police Brass, Plus Retired Feds Endorse Bill Prim for Sheriff

Much has been made on an endorsement of Andy Zinke by a former Des Plaines Police Chief.

Today, former Des Plaines Police Commander Bill Prim rolls out endorsements from two former Police Chiefs, plus two Deputy Chiefs, plus retired Federal agents in the press release below:

Two former Police Chiefs and two former Deputy Chiefs from the City of Des Plaines, along with two former senior federal agents, have endorsed their colleague Bill Prim in next month’s Republican primary for McHenry County Sheriff, the Prim campaign announced Monday.

Retired Des Plaines Chiefs

  • Robert Sturlini and
  • James Prandini

gave their vote of confidence to Prim, as did

  • former Des Plaines Deputy Chief Bernie Wolter and
  • retired Deputy Chief David Hachmeister.

Over his 27-year career at the northwest suburban municipality, Prim had worked for and with all four men.

Also strongly backing Prim were

  • Jack O’Malley, who retired from federal service as a Senior Supervisory Agent, and
  • Chuck Hiscock, a former Senior Special Agent and former Director of CABINET (Combined Agency Border Intelligence Network).

CABINET is an international intelligence organization where Prim served as state and local law enforcement coordinator for several years.

Prim worked alongside the last two men in a number of highly successful joint federal/local operations.

“I am honored that men of such very high caliber in my profession have voiced their support of me and my candidacy,” Prim said.

“As McHenry County Sheriff I am confident I will justify their confidence in me.”

  1. All of the current police chiefs in the area endorse Zinke.

    Nearly all the current sheriff’s bordering McHenry County, minus Lake County’s, who is giving Prim a part time security job, endorse Zinke.

    I’m not expecting fair and balanced news from you, Mr. Skinner, but it’s pretty laughable how you time and time again ignore the endorsements for Zinke (minus your small reference to Barb Wheeler weeks ago) and continue toting every minute detail about the Prim campaign as if it were headline news.

    How about a side by side comparison of Prim endorsements/credentials to those of Zinkes.

    Give the readers of this blog REAL coverage?

    Read some news articles and discover the allegations against DesPlaines and those endorsement supporters of Prim. The allegations he turned his back while this occurred.

    They were found guilty…

    It is very difficult to get a ruling by the IDPR, because the standard for a finding is set very high..

    The one ruling included 3 families and 5 counts against the Psychologist.

    Nygren, also uses these two when he fires someone at the Sheriffs Department and then tries to use them against the fired employees in court, at the Federal Level… “FACT'”

  24. The Illinois Department of Professional and Financial Regulation has investigative teams that travel to various towns in Illinois so they can interview witnesses…

    The records speak for itself.

    These two so called professionals are used in Court as evaluators in criminal and civil court.

    The public has the right to know..

    These are good reasons to have these evaluators removed from any pending court case.

    Most people, such as myself, get tired of zealots posting out and out mistruths about decent candidates such as Zinke.

    I for one like to offer rebuttal to bring the discussion back to facts not hyperbole.

  30. Just got done watching the debate and it was quite interesting. I wanted to share my notes before I forget important details.

    To begin, Mr Prim came out attacking Zinke immediately. Bill came off as rather cold and his initial indictments about Rita as well allegations concerning petitions being circulated were never responded to by Zinke. Zinke took the high road and decided to focus his opening statement on what made him qualified.

    When asked by he was qualified later in the debate, Mr. Prim didn’t point to any qualifications, rather he decided to say he was qualified because he would be able to ask within the department from other officers what needs to be done and then went on a ramble about cost savings saying that there was a 5,000% increase in budgetting at the Sherriff office, which Zinke later pointed out was primarily related to if an officer wants time to take off for his family (i.e. if an officer had a baby and needed time off.)

    There were moments in the debate where the two candidates actually agreed on issues. For example: Both candidates believed that there should not be additional juvenile detention at the sheriff office. As well, they both agreed that social media was a great opportunity to enhance the sheriff’s ability to serve the community. Finally, both candidates agreed that THEY would be better as Sheriff in McHenry County! 😉

    All joking aside, Zinke coldly pointed out that Prim overexaggerated how much money he personally brought into his former department by stating that the 9 million dollars was a multi-department operation and to say Prim brought 9 million all in was an insult to other offices. Prim never responded to this point.

    Mr. Prim attacked Andy for the ICE contract. Zinke responded that it was the responsibility of the County Board to negotiate this contract – which is true as Kevin Craver pointed out on Twitter. Prim asked for additional time and moved the goal posts saying that the Sheriff would still have input in to the decision, effectively backing off of many allegations on this blog that it is the sheriff’s office is fault for the contract.

    Zinke also pointed out that there is a lot of misinformation surrounding the ICE contract stating that the statistic sources Mr. Prim was using are entirely false. Prim never responded to this claim.

    Prim had a great argument when he said that Keith Nygren was not originally from McHenry County. But this was largely a misnomer as Zinke pointed out he had spent time in the community and forged relationships with many of the other departments. Prim, and I quote said, “I have worked with all… well most of the agencies in government [in my career.]” Short on the details, Prim resulted to general brush strokes of “cut spending, eliminate waste, boost morale” as his goals for the department. Andy got into specifics, but to the casual observer, may have come off as a bit confusing because he did say so much.

    Zinke had a great point about the importance of social media in the Sheriff office and being more technologically oriented. During the same question, Prim began on a ramble about how it was important for Volunteers to be part of the sheriff office when he was asked the same question of technology. Zinke asked for more time and said that he would keep to the technology question, rebuttling some of Prims points on the technology question.

    Lasting thoughts:
    Andy Zinke came off a bit robotic at times and spoke a bit too fast for some of the old folks at home. Prim came of rather monotone and was actually chewing gum as the debate began, which came off as rather unprofessional – especially for someone who would be looking over a 36 million county agency. Zinke was very detailed in his responses and proved a very great understanding of the department as it is today. Prim tried to point faults in Zinke even in his closing argument instead of propping himself up, yet, to the casual observer, Prim’s examples may have proved a bit confusing because he never really went on to explain WHAT the Rita Corp situation was or what the deal was with petitioners having complaints filed against them in the Sheriff office.

    Prim’s body language was rather dismissive, condescending and his voice monotone. Zinke, though quick with the tongue was a bit too defensive at times, yet proved an immense understanding of the department compared to Prim. And Prim, despite a large stack of paper next to him that he only referenced the first sheet a total of four times, wrote few notes, and seemed a bit out of place. I would agree with Gary Rabine’s previous analysis that “Prim is no politician.” That said, after this debate, Zinke proved not only his mastery of the McHenry County Sheriff’s office, but also that of public life with his mastery of the stage and having keenly pointed out that Bill Prim has not contacted ANY of the local police chief’s in the area. Overall, it definitely seemed like Zinke won with Prim finishing yards behind.

    He has “NOT” demonstrated a mastery of the Mchenry County Sheriffs office. The morale in the Sheriffs Department is very low and Andy refuses to admit it. The only thing he has proven about his mastery of public life is that he is a Master manipulator that does not accept responsibility for anything, including that infamous middled finger of his and his wives potty mouth.. He also demonstrated that he is a “Master of Deception” What you see with Andy Zinke is not what you really get. He is so charming “NOT” Further, you are correct when you say he loves the stage. After all, he has had plenty of time to practice on stage for the Nygren and Zinke Circus. One side show attraction after another. And, still Andy has not learned his lesson and there are always more Zinke antics to come.

    Prim was professional and honest about his intentions to turn around the Sheriffs Department. He is our “Greatest Hope” for change in McHenry County. If anyone was condescending it was Andy Zinke..

  34. You are welcome. It was a spirited contest. The Moderator wasn’t as liberal with the time as I thought she would be as there were times that I wish both candidates could have had a second rebuttal.

    Prim was quite keen to point out his job as a supervisor, but was less than genuine in admitting that he currently works as a security officer part time. Andy mentioned all of the jobs he has held in the department in his career – possibly ad nauseum. Andy sometimes was a bit wordy and got caught in the weeds a bit with his responses as well he ran short a few times early on in the debate and was cut off by moderators. Prim was slow and methodical in his speaking, but almost to point of boredom. He definitely did not come of as likable. Despite the moderator saying that audience reaction should be held to the end, the only of the two candidates to elicit any chuckles was Andy near the end.

    I could go on, but am interested to see what Cal days tomorrow. All biases aside, in the many years I have watched debates, be they federal, state, or local, I’ve come to understand the importance of sticking to the questions, keeping answers clear, yet without to much hyperbole and vitriol, as well, understand the Importance of likability.

    I think Undersheriff Zinke was the most likable guy on the stage as Prim came off a bit granola, Zinke stuck to the points better than Prim who tended to meander a bit and seemed underprepared – though Prim did have a few good zingers like I said in my previous analysis (how Nygren wasn’t from Mchenry county, same sad Prim.)

    Nevertheless, both gentlemen would do a superb job at representing the county and truthfully, we should be honored that they are the choices we have. Both men have a commitment to safety, both have years experience in law enforcement and, though I have come to greatly despise many of the Prim supporters on this blog, I respect the man Bill Prim is and think he is one hell of a person who definitely believes in doing the right thing. That said, tonight was Andy Zinke’s night.

    Prim had a few prepped one line zingers but basically came off as a part time security guard wanting to be Sheriff while constantly looking befuddled when Zinke explained the details of why the alleged data behind Prim’s attacks simply wasn’t accurate and how whomever fed it to Prim misunderstood what they thought they had.

    Prim looked to be stuck just repeating the same attack lines as he didn’t appear to understand the issues enough to even respond to Zinke’s explanations to him of the actual data and budget items.

Sadly watching Prim on stage last night I started getting the impression he had just been fed a bunch of bad information by a handful of disgruntled former employees and a couple power brokers that want to try to consolidate power in the county and he honestly doesn’t realize how much of it simply doesn’t add up. Thus now he looks likes he just feels cornered and lashes out with vague personal attack talking points whenever confronted with issues.

    Mr. Prim attacked Andy for the ICE contract. Zinke responded that it was the responsibility of the County Board to negotiate this contract – which is true as Kevin Craver pointed out on Twitter. Prim asked for additional time and moved the goal posts saying that the Sheriff would still have input in to the decision, effectively backing off of many allegations on this blog that it is the sheriff’s office is fault for the contract.

    Zinke also pointed out that there is a lot of misinformation surrounding the ICE contract stating that the statistic sources Mr. Prim was using are entirely false. Prim never responded to this claim.

    Prim had a great argument when he said that Keith Nygren was not originally from McHenry County. But this was largely a misnomer as Zinke pointed out he had spent time in the community and forged relationships with many of the other departments. Prim, and I quote said, “I have worked with all… well most of the agencies in government [in my career.]” Short on the details, Prim resulted to general brush strokes of “cut spending, eliminate waste, boost morale” as his goals for the department. Andy got into specifics, but to the casual observer, may have come off as a bit confusing because he did say so much.

    Zinke had a great point about the importance of social media in the Sheriff office and being more technologically oriented. During the same question, Prim began on a ramble about how it was important for Volunteers to be part of the sheriff office when he was asked the same question of technology. Zinke asked for more time and said that he would keep to the technology question, rebuttling some of Prims points on the technology question.

    Lasting thoughts:
    Andy Zinke came off a bit robotic at times and spoke a bit too fast for some of the old folks at home. Prim came of rather monotone and was actually chewing gum as the debate began, which came off as rather unprofessional – especially for someone who would be looking over a 36 million county agency. Zinke was very detailed in his responses and proved a very great understanding of the department as it is today. Prim tried to point faults in Zinke even in his closing argument instead of propping himself up, yet, to the casual observer, Prim’s examples may have proved a bit confusing because he never really went on to explain WHAT the Rita Corp situation was or what the deal was with petitioners having complaints filed against them in the Sheriff office.

    Prim’s body language was rather dismissive, condescending and his voice monotone. Zinke, though quick with the tongue was a bit too defensive at times, yet proved an immense understanding of the department compared to Prim. And Prim, despite a large stack of paper next to him that he only referenced the first sheet a total of four times, wrote few notes, and seemed a bit out of place. I would agree with Gary Rabine’s previous analysis that “Prim is no politician.” That said, after this debate, Zinke proved not only his mastery of the McHenry County Sheriff’s office, but also that of public life with his mastery of the stage and having keenly pointed out that Bill Prim has not contacted ANY of the local police chief’s in the area. Overall, it definitely seemed like Zinke won with Prim finishing yards behind.

    You are welcome. It was a spirited contest. The Moderator wasn’t as liberal with the time as I thought she would be as there were times that I wish both candidates could have had a second rebuttal.

    Prim was quite keen to point out his job as a supervisor, but was less than genuine in admitting that he currently works as a security officer part time. Andy mentioned all of the jobs he has held in the department in his career – possibly ad nauseum. Andy sometimes was a bit wordy and got caught in the weeds a bit with his responses as well he ran short a few times early on in the debate and was cut off by moderators. Prim was slow and methodical in his speaking, but almost to point of boredom. He definitely did not come of as likable. Despite the moderator saying that audience reaction should be held to the end, the only of the two candidates to elicit any chuckles was Andy near the end.

    I could go on, but am interested to see what Cal days tomorrow. All biases aside, in the many years I have watched debates, be they federal, state, or local, I’ve come to understand the importance of sticking to the questions, keeping answers clear, yet without to much hyperbole and vitriol, as well, understand the Importance of likability.

    I think Undersheriff Zinke was the most likable guy on the stage as Prim came off a bit granola, Zinke stuck to the points better than Prim who tended to meander a bit and seemed underprepared – though Prim did have a few good zingers like I said in my previous analysis (how Nygren wasn’t from Mchenry county, same sad Prim.)

    Nevertheless, both gentlemen would do a superb job at representing the county and truthfully, we should be honored that they are the choices we have. Both men have a commitment to safety, both have years experience in law enforcement and, though I have come to greatly despise many of the Prim supporters on this blog, I respect the man Bill Prim is and think he is one hell of a person who definitely believes in doing the right thing. That said, tonight was Andy Zinke’s night.

It’s simple: YES or NO? What does your gut tell you? Zinke is part of the Zetas? Or the Zetas used a truck that was supposed to just carry chemicals to also carry a clandestine shipment?   52. I am amazed that while Duncan McHenry composes his responses generally with nothing but attacks toward anyone that disagrees with his warped views of life in McHenry County, however when someone strikes back to his direct attacks they are hitting below the belt.

    I could not attend the debate but would have if possible.

    The succinct recap by Fair Play was well done and much appreciated.

    He appeared fair and balanced even giving kudos to Bill Prim.

    I also agree that Cal should come clean and quit dancing around the issues by categorically stating if he feels there was some criminality in the Zinke/ Rita/ Goode/ DEA situation.
