Republican Steve Reick is making the point that a vote for Jack Franks is a vote for Mike Madigan.
John Kass was not writing specifically about Democrat Jack Franks, who has voted to keep Mike Madigan in office eight times, but the following (from his Sunday Chicago Tribune column) shoe fits:

Any vote for a Democrat in the legislature is a vote of Boss Madigan to keep on running things.
If you elect his Democratic meat puppets, those meat puppets will crown him speaker.
