PRIM INTRODUCES THREE TOP MANAGERS FOR NEW ADMINISTRATION

With the first day of his administration one week away, McHenry County Sheriff-Elect Bill Prim Monday introduced three highly-experienced managers from widely divergent backgrounds in law enforcement who will form the core of his management team.

“I consider myself extremely fortunate to have recruited some of the finest law enforcement professionals in northern Illinois to help carry out my mission to reform the McHenry County Sheriff’s Office,” Prim said. “They all have compiled tremendous records of service in their different sectors. Together, they should make a superb, high-performance team.”

At the same time, he indicated that he will not name an Undersheriff, but will divide the responsibilities of the Sheriff’s Office into two major divisions, each of which will then report directly to him. “Given the nature of the tasks and the managers’ backgrounds, I believe this approach makes much more sense,” Prim said.

To lead Police operations, Prim turned to former colleague and narcotics task force leader Ricardo Pagán, a veteran of 23 years with the FBI and more than 30 in law enforcement generally, including his entry-level work as a patrol officer and major crimes detective in his native Ohio.

Pagán’s most recent assignment has been as Asst. Special Agent in Charge (ASAC) for the Criminal/Violent Crime Branch of the Chicago FBI, which encompasses 18 different Illinois counties and is comprised of more than 100 special agents, task force officers and their support personnel

Mr. Pagán has also during his FBI career headed up the Intelligence Branch (Chicago), whose 240 members dealt with national security threats as well as organized criminal activity; led a squad of officers from disparate federal and local officers as part of HIDTA (High Intensity Drug Trafficking Area) Task Force; supervised a group of agents who supplied and installed highly sophisticated electronic devices; supervised the training and monitoring of undercover agents; and worked undercover himself.

Prim said he became acquainted with Pagán when they worked together to dismantle large-scale narcotics operations. “Ricardo has deep experience with all the specialized tools of modern law enforcement,” Prim said, “including SWAT teams and hostage negotiation. But he began his career, as I did, as a uniformed officer, so he also has a street-level view of modern policing. I am very excited he will be part of our team.”

Prim’s second pick will be responsible for the jail and general office wide administration. David Devane has a total of 28 years experience in law enforcement, including 24 years with the Cook County Sheriff and four years with that county’s State’s Attorney’s Office.

Devane most recently headed up the policy development function within the Sheriff’s Office, but previously managed Labor Relations and was Executive Director twice (15 years total) of a Department of about 450 employees, over 80% of whom were sworn officers, and for four years was second in command of the Court Services Department, whose then roster of 1,700 deputies were responsible for security of 10 separate courthouses, as well as handling civil process and evictions.

Devane spent most of his Sheriff’s career starting or developing community correctional alternatives, like electronic monitoring, day reporting centers and a community service alternative to incarceration for non-violent offenders. He also developed a residential drug treatment program for 450 inmates. Along the way, he initiated programs like an inmate-staffed garden and greenhouse producing crops both donated to the needy and sold to restaurants like the former Charlie Trotter’s as well as three “sting” operations resulting in the arrests of hundreds of persons with outstanding warrants.

Prior to the Sheriff’s Office, Devane worked in media relations for the U.S. Secretary of Energy in Washington, D.C., and the Illinois Department of Mental Health.

“Dave has been an innovative and flexible administrator for many years and knows the ins and outs of managing a large-scale county law enforcement organization,” Prim said. “He has both built programs and downsized them when necessary. That track record will make him vital to my administration.”

To spearhead the human resources, budget and management operations of the Sheriff’s Office, Prim will name Sandra Fay Salgado, who until recently carried out similar functions in the larger Lake County Sheriff’s Office as their Business Manager.

Ms. Salgado recently vacated her position on the McHenry County Board after 14 years, including service as Chairman of the Human Resources Committee, the Senior Services Grant Commission and the Mental Health Court Task Force.

During her career at Lake County’s Sheriff’s Office, she was responsible for all human resources and financial management operations for their $70 million annual budget, and supervised the accounting, payroll and judicial sales staff.

Ms. Salgado has earned a Masters Degree in Industrial Organizational Psychology, a B.A. in Psychology and has been a certified Human Resources Professional (PHR) since 2007.

“I know that our Sheriff’s Office budget and personnel matters will be in the best possible hands with Ms. Salgado,” Prim said, “and her encyclopedic knowledge of the county and its people will be of great benefit to my Administration.”

Prim said that Devane and Salgado will begin their duties with him on December 1. Pagán will report after the first of the year.

    Prim’s decision to have these men/ women join his administration is a positive beginning to a long term development of excellence in the Sheriff’s department.

    He brings in three well qualified people who all know the corrupt political landscape.

    When the new head of the Sheriff’s Police starts talking to his officers so much dirt and corruption is going to flood his ears his head is going to spin.

    Then again perhaps not.

    Perhaps Prim brought him in because this guy already knows the stories and has the connections in Chicago, not that Rockford cesspool, to drop the hammer on the Undersheriff, the Patrol Commander and the rest of the Official Misconduct brigade.

    How much do the Commanders pull in?

    Sure they may (emphasis on may) be paid less than in Crook County, but I really doubt these three are going to work for peanuts.

    Especially when “they are so highly qualified”.

    Just because you think their will be fiscal responsibility doesn’t make it so…

  17. @voter, I don’t know what the pay is but putting 2 people in for one job is really not the smartest move.

    They would have to split the Undersheriff’s pay and we all know that that is not going to happen.

    And remember they get benefits also.

    So 2 people get benefits for 1 job?

    Plus he is adding a position with Sandy Salgado that will not be a cheap position either.

    I want the person who is elected to do a good job but my questions are valid ones!

    And if you don’t think they are then you are blinded and to enamored with that person.

    Be objective even if it is the person you voted for.

    There are many ” what if’s” but we will not know the facts or the changes that actually are decided on right away.

    I think what people have to remember is that things will not be run as in the past.

    There is a change coming and as time goes by people will see that the changes will be for the community and the department.

    Yes we will see on how everything shakes out.

    But if things get off course I hope your in front of the crowd instead of look at what I inherited.

    I don’t know I’m only postulating, but in any event, I’m interested to see just how this pans out.

    I have a vested interest and want to ensure Crook County politics intercedes here.

  24. There is a big difference between Cook County and Des Plaines. Prim worked for Des Plaines and not Cook County. You call Cook County “Crook County” and I can’t really argue with that.

    It goes way beyond the Cook County Sheriff’s department believe me.

    Some people have left the employment of Cook County when they have learned what it all entailed.

    Some people worked for Cook County but were not part of the Crook County.

    Please don’t think I’m defending Cook County because the last thing anyone would want is that type of politics here.

    I do believe that Prim is not going to bring in any of these practices as I feel he never was involved in the Cook County political arena.

    That position has been in place for many many years…

    Also keep in mind that the budget for the entire Sheriff’s office has already been locked in for the 2015 year (that starts December 1st), by the County Board.

    Sheriff Prim (that has a nice ring to it) will have to operate within the limits of that budget.

    How he divides up the HR costs within his department is a power given to him by state statute.

    Do we need the position?

    I wasn’t going to get into but the apperance of Mrs. Salgado getting that position is one of political than one of merit.

    How long has she been in her current position?

    She helped Prim get elected now here is a job for you.

    There is a budget in place but that does not mean that Mr. Prim can not go to the Board to request more money.

    And will you and the board deny Mr. Prim request?

    Just because the budget is set does not mean things can not change.

    @voter, Yes there are some differences from Des Plaines and Cook but it is not all that much different.

    Remember that Des Plaines is a pretty heavy Democratic area also.

    I do hope that the sheriff’s office does run smoothly.

    As I said time will tell.

    Salgado landing in this position (is she related to the Salgado at the State Attorneys Office?) does reek of cronyism.

    Argue it all you want, she was front and center at many election events and now has a position with this administration.

    That smells of cronyism.

    Now, if she is related to the Investigator at the State Attorney’s Office, that implies a certain level of co-mingling which could be very disconcerting to many.

    It’s no secret Sheriff elect Prim was more than just endorsed by the State Attorney, there was money, appearances, etc.

    Although I feel there needs to be a decent working relationship between these offices, who wants a rubber stamp?

    There should be some checks and balances and that requires a certain level of objectivity.

    Prim ran on a platform against the regime and past practices.

    These moves certainly belie that…

  30. Sandy is the daughter of Ron Salgado, of the Lou Bianchi State’s Attorney’s Office.

    The two offices are very intertwined now and under one power structure with zero checks and balances against the kind of thuggery both offices are both capable of and provably have performed.

    This was absolutely political payback for both Ron’s and Lou’s political support during the campaign.

    Will she prove up to the duties of the position?

    I’ve no doubt, since she is both qualified and very intelligent.

    Is this all very scary from The People’s perspective?

    Absolutely.

    We will have to wait and see whether Mr. Prim is in the pocket of the interests who have bought and paid for his campaign or if he can prove to be the reformer he wished us all to believe he may be.

    His recognition of his inexperience in administering such a large and diverse department by the hiring of these incredibly qualified individuals is excellent management.

    We shall see.

You don’t feel political patronage (clearly, since Salgado was party Chairwoman and a County Board Member) is a bad thing? I’d love to live in your world. Sorry, but I can’t help but question this maneuver and call it as it appears….

    This reeks of Crook County cronyism, period. You and Duncan calling names over it and trying to deflect these salient points do NOTHING to mitigate the issue. If anything, it highlights it.

    I still question how replacing the Under Sheriff with 2 (count them 2) Admins will save the County money (unless Sedlock will be out). It’s almost comical to read the earlier budget post (Mr Provenzano) and reflect. Hey, Nygren stayed within his budget so let’s play Goose and Gander—why were posters here so upset over HIS expenditures then? I’ll tell you why, because this is the taxpayers money so ANY AND ALL expenditures can and should be critically assessed and accountable.

    My last point. What will become of the pro-Prim keyboard commandos if, God forbid, Sheriff Prim isn’t able to ‘clear house’ to your satisfaction? Will you abandon him or make excuses? If, a year from now–nothing substantial has changed (in terms of personnel) and more cases like Pavlins and such continue to happen, will you all abandon Prim or abandon your principles? I’m interested to see how this all pans out…

  35. Really; IF I’m not mistaken, Commander Cedegren and Chief Sedlock (sp) are clearly the two people being replaced in those positions, I believe.

    The two positions exist already.

    One can then assume that either they, and Under Sheriff Zinke, will be re-assigned, or they will leave or retire.

    There is an even tighter connection to the state attorney’s office besides Salgado.

    His lady friend, I believe, also works in that office.

    I know a little bit…But I do not know what the future will bring…

    I believe Bill will bring transparency, integrity and honesty to the Sheriff’s Office…

    However, everything now remains to be seen…

    There is no forthcoming election…that is behind us..so this quibbling is pretty much meaningless.

    These appointments are expected …the Sheriff naturally must choose a team he trusts…no surprise there…

    The election is over..now is the time for our choice to make good on his promise.

    On another note, Sandra Salgato has been a duly elected county official for a very long time…the people chose her…she is a qualified leader…leaders in the precincts asked her to be our county’s republican leader..the first woman in McHenry County’s history…why should Bill not ask for her to serve?

    She has the specific qualifications and she is a leader.

    I know the malcontents will chew on this post but man it seems pretty obvious to me….

    You may have witnessed that which you “THOUGHT” was corruption, but I truely doubt you’d know it if it hit you in the headlights.

    Opinions and inuendo and feeling are all ANY of us can post here; no one will admit to working there, so none of their opinions matter any more than your rambling and pop corn and TV game shows.

    What will be will be; but I truely doubt anything major will come of any of this crud we propose.
