Franks says that the State Board of Education will not reopen its Superintendent’s contract, even though Dr. Tony Smith told Franks’ committee that he was willing to do so.

Chairman of the State Board of Education, former Democratic Party State Senator James Meeks, said that opening a contract works both ways, that Dr. Smith could ask for more money.
