“Franks qualified that saying he’d give up the Rep. race if the Committee can pick another candidate who’s both ‘electable’ and holds a political outlook consistent with his own.”
But Franks hasn’t pulled out of the race.
The form that Franks has to file with the State Board of Elections to withdraw from the race is on the right.

After slating Jeffery Lichte as a fake Republican / real Democrat and spending lots of time and money in a failed attempt to defeat Steve Reick in the Republican State House District 63rd primary in March 2016, and with Franks being a key vote for Madigan to retain a supermajority the Democrats are not going to concede to Steve Reick.
The Democrats want 2fer, to capture the 63rd District State House and the McHenry County Board Chair.
That is what the elected County Board Chair position has always been about.
The Democrats had no chance of the County Board themselves electing a Democrat County Board Chair.
