In the 1970’s, I remember Governor Dan Walker, a Democrat who could not get along with the legislature, bragging that he had passed a budget.
That was his measure of success.
My reaction was, “Every Govenror gets a budget.”
I also remember my 1990’s seatmate, Tom Johnson, advocating a two-year budget.
And the judicial branch having usurped the power of the purse from the legislative branch this year for 90% of expenditures.
Just random thoughts as the Illinois General Assembly and Governor Bruce Rauner continue to be unable to reach agreement on a budget for next Fiscal Year, let alone this Fiscal Year.
