County Board to Distribute Left Over Grant Money

The McHenry County Board is set to distribute $70,516.24 in unallocated Community Development Block Grant money and $34,415.24 in unallocated Community Development and Housing Grant funds at its meeting on Tuesday.

    hopefully you can enlighten me

    Never been a fan of Family Alliance…$21,000 for floor repair? what when where and by who?

    Next is the Mchenry County Housing authority What the heck is owner occupied rehab? $28 931

    Habitat for Humanity………Critical Home repair for winter…whose Home…or homes…. $25,000

    Prairie State Legal…Housing stability project for DV Survivors….sounds important but what is it?

    I know of no one that was ever helped by this agency…..other than minor lip service

    Woodstock….what is this?

  2. Acceptance of grant money from the federal government comes with strings.

    Sometimes those strings affect bathroom usage or what we teach our children or how police operate or where we build what kind of housing is built and where it is built (agenda 21).

  3. Let Union Pacific chip in to help pay for Woodstock’s homeless shelter.

    That’s where the majority of the transients come from.

    Do you get beggars in Algonquin asking for ‘train fare’?

    Think bringing Metra to you community is a good thing–think again!

  5. The funding source for these Community Development Block Grant (CDBG) projects is the Housing and Urban Development (HUD), which is a Cabinet Department in the Executive Branch of the Federal government.

    HUD began in 1965 as part of President Lyndon Johnson’s War on Poverty.

    The County allocates the grants through a County Board commission called the McHenry County Community Development and Housing Grant Commission.

    The County manages / staffs / administers the grants through a County Board department called the Planning & Development Department.

    In the Planning & Development department, it is the Community Development Division that manages / staffs / administers the grants.

    Case Numbers are re-used from one year to another.

    Re-stated, the same case number is used for a different project from one year to another.

    That makes it more difficult to track projects.

    There was a “PF-001” assigned to Turning Point for “Shelter Sewage Lift Station Repair/Replace” in the CDHGC Board minutes from January 27, 2016….that seems unrelated.

    January 27, 2016 Minutes from Community Development & Housing Grant Commission (CDHGC) Minutes

    Public Meeting, Conference Room A, 8:30 AM, 667 Ware Rd., Woodstock, IL 60098

    There is a two paragraph narrative of what occurred.

    Basically owner occupied rehab is repairs to a building in which the owner resides, as opposed to a renter occupied building.

    There was a PowerPoint presentation presented.

    Where is the Powerpoint?

    The county should post powerpoint presentations in the meeting portal.

    Sometimes the Powerpoint or a part of it is included in the Board Agenda Packet.

    Habitat for Humanity – Critical Home Repair for Winter – $25,000

    Information for this project is in the same minutes as above.

    For this program, Habitat for Humanity makes repairs for low income households.

    The program requires the homeowner to work alongside the volunteers while making the repairs.

    Example repairs are furnaces, water heaters, plumbing, electrical or anything that interferes with the accessibility of the home for individuals with disabilities.

    No cosmetic repairs.

    DV = Domestic Violence.

    There was a “S-001” assigned to “Turning Point” for “Legal Access Program” in the January 27, 2016 CDHGC Board Minutes…unsure if the two are related.

    This has to do with converting an old firehouse to a shelter for homeless people.
