  1. There are numerous connections between John Bartman, the McHenry County Building Trades Council, and Jack Franks.

The Chair of the Jack Franks PAC is Tom McTavish.

A 2nd role for Tom McTavish is as the Treasurer (and former President) of the AFL-CIO McHenry County Building and Construction Trades Council (BCTC), which is an umbrella organization of AFL-CIO union locals, including IUOE Local 150 (Operating Engineers Local 150).

John Bartman works for an IUOE Local 150 affiliated organization named Indiana Illinois, Iowa Foundation for Fair Contracting (IIIFFC) as a prevailing wage monitor (the official title of Compliance Monitor was in the last few months changed to Construction Analyst).

IIIFFC itself is a prevailing wage monitoring organization.

IIIFFC is located in the same compound as IUOE Local 150 in Countryside.

  2. A 3rd role for Tom McTavish is as Business Manager (Union Organizer) and Financial Secretary for the International Brotherhood of Electrical Workers Local 117 (IBEW Local 117).

A 4th role and 5th role for Tom McTavish involves the National Electrical Contractors Association (NECA).

The 4th role is Secretary of the NECA IBEW Local 117 Joint Apprenticeship Training Committee (JATC). The JATC trains union IBEW electricians.

The 5th role is a Board Member (was or is Chairman of the Board) of the NECA Northeastern Illinois IBEW Local 117 / 150 / 461 Labor Management Cooperation Committee (NECAIL LMCC). That’s a partnership between union contractors and union labor to obtain more union jobs.

The 6th role is a Board Member of the Construction Industry Service Corporation (CISCO). CISCO is also a partnership between union contractors and union labor to obtain more union jobs.

IBEW Local 117, IBEW Local 150, IBEW Local 461, and IUOE Local 150 (Operating Engineers Local 150) are members of CISCO, along with many other organizations.

  3. The following entities from above are located at 765 Munshaw, Crystal Lake, Illinois:

    – IBEW Local 117

    – NECA IBEW Local 117 JATC

    – NECA NEIL IBEW Locals 117 / 150 / 461 LMCC

    – AFL-CIO McHenry County BCTC
