Illinois State Senator McConnaughay presents at human trafficking conference in Washington, D.C.
WASHINGTON, D.C. — To raise awareness about Illinois’ statewide human trafficking crime and prevention efforts, Illinois State Senator Karen McConnaughay (R-St. Charles) traveled to Washington, D.C., this week to present at the SAFE Coalition for Human Rights (CHR) Conference on Human Trafficking. The annual global event, held October 10 and 11, drew hundreds of attendees, including activists, medical professionals, law enforcement, academics, public officials, nonprofits and government agencies.
McConnaughay took to the podium as a keynote speaker on Tuesday, along with Ambassador of Norway Kar Aas; US Department of Defense Representative Linda Dixon; and International Red Cross Representative Christie Edwards.
In her remarks, McConnaughay shared a legislative perspective on human trafficking, as well as her motivation for creating the new Statewide Human Trafficking Task Force in Illinois.

“Until a few years ago, I fit into the category of what I would call the ‘blissfully unaware’—and then one day, I heard a trafficking survivor bravely tell her story,” said McConnaughay.
“As I began to research statistics, I was amazed at the large number of women and children who are trafficked in Illinois alone.
“I thought of my daughters and granddaughters, and the reality that this could happen to them.
“I realized it was time to make Illinois more proactive in the fight against human trafficking.”
To provide the audience with a snapshot into the often-unseen severity of Illinois’ human trafficking problem, McConnaughay included some of the eye-opening research that prompted the need for a designated task force.
Among the statistics, she cited that Chicago ranks third in the country for the highest levels of human trafficking, and in the metropolitan Chicago area alone, 16,000 to 25,000 women and girls are involved in the commercial sex trade annually.
To develop effective protocols and approaches for the rising human trafficking activity in the Chicago area, social service providers and law enforcement came together to form the Cook County Human Trafficking Task Force.
While the Cook County task force has had great success, McConnaughay emphasized the need to expand coordinated efforts across the state.
“At a state level, I can identify a number of fundamental oversights that are without a doubt contributing to missed opportunities in this fight,” said McConnaughay.
“In a state as diverse as Illinois, a database for human trafficking activity would be critical in helping local and state law enforcement and social service organizations track human traffickers and their victims.”
The Statewide Human Trafficking Force, she said, will advance trafficking initiatives and drive policy by increasing coordination between legislators, the Chicago Regional Human Trafficking Task Force, State Police and Department of Children and Family Services.
In addition to speaking at the conference, McConnaughay attended two full days of panels, discussions and presentations on human trafficking insights and implementable programs and solutions to consider for Illinois communities.
“In anticipation of the Statewide Human Trafficking Task Force’s first meeting, I’m seeking out as much information as possible on this complex public health and safety issue,” said McConnaughay.
“The SAFE CHR Conference was a valuable opportunity for me to learn from highly experienced human trafficking activists and experts who have made impressive strides in the fight against human trafficking.”

The Task Force is a targeted coordination effort.
Any time large numbers of people, organizations, and data are involved, coordination is a key to improving results.
We will have to wait for the report, and what changes are made after the report, to judge what impact the task force had on the human trafficking problem.

The Task Force is one piece in a long term process.
For example, another Task Force, the Local Government Consolidation and Unfunded Mandates Task Force,
resulted in a 406 page report and the Illinois Municipal League sending a 27 page report to the Task Force.
So now we have more data in 2 consolidate reports with which to work and understand those problems.
A key in the consolidation issue is placing spreadsheets of taxing district financial data on a website(s), which is a transparency problem that has a lot of resistance.
An online database of unfunded mandate data would also be very useful to taxpayers.

Cindy, there were so many things going on back in the 90’s (McHenry County) and Washington DC. People did care about the book, nothing could be done with Denny Hastert as Speaker of the House . . . we did get Peter Fitzgerald in and Don Manzullo. Then the Republican Party and the Democrats wanted Peter out, only a Senator could open up investigations, therefore Ryan went down and nothing more could be done.
I didn’t intend to mean that no one actually cared. I meant that the average Joe working and raising his family couldn’t be bothered with all that. I meant that the people that should have been outraged were too busy to pay any attention. No one cared was a poor choice of words on my part. Most people have no clue, were not raised like this, and don’t have the wherewithal to deal with such horrific evil. They simply cannot believe it is a reality or that it affects them. Look how many people watch disgusting television and movies and think it’s fantasy and there for their entertainment.
