IUOE’s traditional membership is heavy equipment operators.

They have a public sector division that includes several locals in municipal government public works departments in McHenry County, as well as the county itself.

The Chicagoland Operators Joint Labor Management PAC receives 98% of its funding from an IUOE Local 150 subsidiary named:

Midwest Operating Engineers Construction Industry Research and Service Trust Fund (MOE CIRS).

MOE CIRS is found as a line item on hourly wage scales of some labor management agreements.

In this case management means an employer or group of union employers, not union management and not management of the employer.

Often multi union agreements are negotiated by a regional bargaining association as MARBA, and an employer only need sign the one regional bargaining association agreement instead of negotiating with a dozen different unions or so.

IIIFFC recently changed the names of its prevailing wage monitors, from Compliance Monitors, to Construction Analysts.

A prevailing wage monitor audits contractor and subcontractor paperwork to ensure they are paying prevailing wages and adhering to prevailing wage requirements on state and federal funded construction projects.

As an example which actually occurred, John Bartman submitted a freedom of information act request (FOIA) to the Johnsburg school district requesting paperwork for a particular construction project that occurred at the school district.
