Bob Miller, the longtime Algonquin Township Highway Commissioner of Algonquin Township, is sparing no expense in his last month in office.  Here are just a few of the receipts that will be up for approval tonight at the Algonquin Township Board Meeting.

Bob Miller has been quite busy spending approximately $445,289.89.  From new lighting in the highway commissioner’s office to new garage doors on the garages, Miller has broke open the check book his last month in office.

Bob Miller expensed two events to the taxpayers of Algonquin Township.  The first was for a $498.98 retirement party for loyal longtime employee Doug Helman at Galati’s Hideaway in Cary.  The second party was for food on recycling day in April for employees and volunteers.

Bob Miller has bought a new watch.  This may be for his retiring employee.

Rumors have been circulating about this for a few weeks now.  Algonquin Township taxpayers have foot the bill for a $307,719.25 street sweeper.  You can see there were two discounts added on.

Finally, it looks as though in addition to unionizing the road district, it appears as though taxpayers will pay a lump sum up front for Moore”s services.  Moore has been rumored to live at the township.  This appears to be a long term contract through the end of the year.

It appears as though Bob Miller is not going quietly into the night.

    The 2017 – 2018 Algonquin Township Road District Budget is not yet posted in the public documents section of the Township website.

    One could submit a FOIA for documentation of exactly which section of the budget the expenses in the article were allocated, including the exact 7 digit budget codes and descriptions of those codes.

    Moore also cleans up some and removes snow and salts the sidewalks and entry ways to all the buildings in the winter so regular employees don’t have to.

    Up till now a retired employee donates time to plow the parking lots, which like Moore services may end shortly.

    The replacement employee wages will be much less, a positive for future budgets, but a lose on the experience side.

  9. I’m not sure how it works for a township, but for a school district, any board member has the right to request a bill/invoice to be pulled out of the consent agenda for a separate discussion and separate vote.

    Given that this Board is reviewing all of the township’s bills every month and votes on them, I assume they have the same power of approval over every bill.

    Therefore, a Trustee could request for the questionable charges to be pulled out and voted on separately.

    Lame Duck spending is another way of how you get the 29th highest taxed county in the country.

  10. Actually the budget codes for some of the expenses are on the documents posted in the article.

    Doug’s retirement at Galati’s Hideaway in Cary was charged to 5750.005, which is Administration Other Expense – Miscellaneous Expenses.

    Food from Galati’s Hideaway in Cary for recycling was charged to 6790.006, which is Maintenance Other Expense – Environmental Services.

    The watch from Dalzell in Crystal Lake was also charged to 5750.005, which is Administration Other Expense – Miscellaneous Expenses.

    The document for the street sweeper from Standard Equipment in Chicago did not include a charge code.

    The charge code to prepay Dwight Moore for Recycling Site Security and Services for $1,650 per month for a total of $14,850 for April 1, 2017 through December 31, 2017 was also charged to 6790.006 which is Maintenance Other Expense – Environmental Services.

    If a retirement party and watch is desired, the employees should fund it.

  13. Recycling program is one of the most well like and used services provided.
    Traffic on US 14 is often backed up past Lowe’s to the east and toward Country Gas to the west waiting to drop off.
    A four hour mad house with something like 35 people working it with no time for breaks.
    A very well organized program with assistance from other gov organiztions.
    A $5 thank you lunch is kind of extreme!

  15. It appears that Miller doesn’t care what the law is.

    Mr. Moore is providing security services on a contract basis.

    The law in Illinois says that he must be licensed to do so.

    The only Dwight Moore the IL Dept of Professional and Financial Regulation knows once held a permanent employee registration car that expired in 2003.

    Even if the card was valid, it would be illegal for Moore to provide these services without a license which he doesn’t have.

    Is Miller than big an idiot or does he just not care?

    I wonder how “The Nob” – Chief Apologist for the Millers and other vermin – will spin this.

    Illinois has two laws, one for public sector employers of employees other than educators, and another for public sector educators.

    The Illinois Public Labor Relations Act (IPLRA) is the law for townships and units of government other than schools.

    The Illinois Educational Labor Relations Act (IELRA) is the law for schools.

    Both pieces of legislation were signed by Governor Jim Thompson on December 27, 1983 in exchange for organized labor support in his election campaign against Democrat Adlai Stevenson.

    Governor Thompson was re-elected by a margin of 5,074 votes (0.14%), just over 1/10th of 1%.

    1,816,101 votes (49.44%) for Thompson vs 1,811,027 votes (49.30%) for Stevenson.

    Some states place collective bargaining under the open meetings act, and require negotiations be done in a public meeting.

    Illinois is not one of those states.

    Typically in Illinois, anywhere from 0 – 2 board members will be on the employer negotiating team.

    The negotiations happen behind closed doors.

    The public is not invited to observe.

    Some employers release negotiation updates, but that is not too common in Illinois.

    On the other hand, the union does commonly release negotiation updates to its members.

    That is one example how in Illinois a level playing field does not exist between taxpayers and rank and files union members.

    In another example, the rank and file union member is allowed to vote whether or not to ratify (approve) a tentative collective bargaining agreement.

    But taxpayers are not allowed to vote whether or not to ratify a tentative collective bargaining agreement.

    The Better Government Association has a collective bargaining database.

    Downers Grove Township (DuPage County) is one of the few townships with a bargaining unit, and it is also Road District maintenance employees represented by IUOE Local 150.

    Performing a Google or other web search on Downers Grove Township Better Government Association will return a link to that agreement.

    It is because of school districts like yours that bump saleries and give golden parachutes to employees who are leaving.

    Last I checked 80% of my tax bill goes to education and the 2% that went to the Township was even less than I payed last year.

    Oh and I forgot to mention the County under Andys significant influence went up 4%.

  23. Selling two recent model trucks and a trailer, buying a street sweeper, prepaying up to 8 months in advance for recycling site and security services, all at the end of the elected officials term, raises a lot of questions.

    What tax bill has 80% going to a school district?

    An unincorporated area?

    Mr. Coffey has done more for the taxpayer than most school board members, and hopefully he’ll continue to find ways to cut costs.

  31. One requirement for candidates being considered to replace Gasser is that he / she must “be qualified”.

    There are twenty four Board members and all members get to vote on agenda items.

    Miller has been a ‘dictator’ (NO one other than the redhead told him what to do at the Township) for over twenty years – he has no clue how to operate on behalf of the taxpayer in a multi-member environment.

    The “round mound” wants Miller to join other ‘weak spined’ individuals on the Board who ran as Republicans.

    Miller would do whatever the “round mound” told him to do.

    I think that someone should look into when the Union 150 was 1st notified of
    intentions to join the Union.

    Since this apparently happened after Miller was voted out of office by the public, and Andrew was announced as the winner,
    the Supreme Court has ruled some interesting decisions that could reverse any such Union .

    Hopefully Mr. Gasser or someone on the board or both can enourage the board to implement board agenda packets.

    As an example, that was done at the Village of Lakewood thanks to Paul Serwatka pushing the issue.

    An agenda packet is the agenda with all the documents associated with each agenda item in one pdf.

    Agenda packets are a big time saver.

    They benefit everyone (board members, the public, the administration) as all the documents associated with the agenda are in one pdf.

    No more:

    – searching here and there,

    – clicking on this and that,

    – shuffling through paper,

    – the administration having documents not made available to the board until immediately before the meeting,

    – the board having documents not made available to the public at the open board meeting,

    etc.

    Furthmore, board agenda packets should be electronically searchable, for instance, allow the use of the “find” feature in Adobe to quickly locate specified information.

    And board agenda packets should allow the use of the copy and paste feature in Adobe, so one can consolidate information from the agenda packet to another document.

    This afternoon a disappointing video was brought to my attention.

    I believe that the video is distressing and think that if the motivation of its release was, in fact, concern for our Township, that it would have been brought directly to me.

    Because it was obviously politically motivated, I found it on social media.

    Nevertheless, I contacted the employee in the video that I recognize. That employee was let go some time ago. I spoke with him today, after seeing the video, and he indicated that it was taken well after work, and happened 10+ years ago. Obviously, that does not make it any more appropriate.

    I have contacted the McHenry County Sheriff for an investigation.”

    Unless Gasser doesn’t approve it, and he is willing to fight it, they will have to pay for it eventually.

    By the way, if the new board amends the budget so that the bargaining unit is below 10, there is no bargaining unit and no union.

    And Gasser has 6 months to replace and train a new crew, probably at lower cost than the holdovers.
