Where, Oh Where Is Jack Franks’ Executive Budget?

McHenry County Board Chairman Jack Franks in the worst way wishes that his referendum to create a County Executive form of government had passed.

It didn’t, but he is trying to convince compliant Republicans that it doesn’t matter, that he is a Chief Executive.

Well, Chief Executives propose budgets for the Legislative Branch to revise and pass.

That’s what happens in Washington.

That/’s what happens in Springfield.

But that is not what is happening in McHenry County.

With the entire staff of the County Administrator at his beck and call, whether following the law or not, Franks has the ability to come up with a budget in which the property tax levy is 10% less than this year.

Or maybe he doesn’t have the courage to present an Executive Budget.

Perhaps he wants to County Board members on his Revenue Committee replacement committee to take the heat for cuts…or at least share the heat.

Remember his pre-election promise:

“Join me in sending a message to McHenry County leaders in support of this 10% cut.

And know that I will introduce this plan on my first day as your new McHenry County Board Chairman.”

I guess that’s after Franks hires his patronage workers.

  2. McHenry County has still not posted the final fiscal year 2017 (December 1, 2016 – November 30, 2017) budget in the budgets and finance section of its website.

    The draft budget is still posted.

    Even though we are now in the 6th month of the fiscal year.

    The Minutes and Minutes Packet for that meeting were altered on February 22, 2017.

    There is no indication of what changes were made.

    Strangely, the last page of the Minutes Packet lists:

    Non property tax revenues were approved by the county board on February 21, 2017 to be added to the FY 2017 budget.

    Why has the County under the leadership of Board Chair Jack Franks and County Administrator Peter Austin not posted the final FY 2017 Budget on the Budgets / Finance section of its website?’

    McHenry County FY 2017 Final Budget Timeline:

    November 15, 2016 – County Board approves “Final” FY 2017 Budget

    February 21, 2017 – County Board approves changes to “Final” FY 2017 Budget.

    May 15, 2017 – The County still has not posted and has never posted a “Final” FY 2017 Budget, neither the one approved November 15, 2016, nor the one approved February 21, 2017.

  11. So when talking about the FY 2017 McHenry County budget, one cannot simply refer to the Final Budget.

    One has to specify the Final Budget approved November 15, 2016.

    Or the Final Budget approved February 21, 2017.

  13. Moderate’s latest attempt to discredit the blog and promote Jack Franks.

    Apparently his attempts have failed to date, since Moderate is still here.

    More transparency failures by McHenry County government under the leadership of Jack Franks have been exposed on the blog.

    That being, there is no final county budget posted online and it is now in the sixth month of the fiscal year.

    The FY 2017 “final” county budget budget was approved…twice…by the County board…the second approval three months after the first approval.

    In the past, the Administration has proposed a budget to the Board.

    But since McHenry County now has an elected County Board Chair who ran on a pledge to cut the property tax levy by 10%, one would think that Jack Franks would actually propose his budget plan.

    We will see if that ever happens.

    But what has happened, is the county board chair has not posted its current fiscal year budget by May 15th.

    Has that ever happened in the past?

    Or is that something new since Jack Franks is County Board Chair.

    The revised McHenry County Board budget approval policy is a consent agenda item on the Tuesday May 16, 2017 7PM County Board meeting agenda.

    All items on the consent agenda are voted on at once, not individually.

    A Board member has the power to move to pull an item off the consent agenda.

    Then, for instance, the board could discuss the item individually prior to voting on the item.

    – remember that Jack Franks said he would not run for County Board Chair in 2016, then of course he did run;

    – remember that Jack Franks said he would would introduce his plan as County Board Chair on his first day in office, but of course he didn’t;

    – remember that Jack Franks said he would only run for 3 terms as State Rep, then ran for 9 terms;

    – remember the Jack Franks letter to Governor Rod Blagojevich’s administration asking that Jack Franks’ wife, sons and friends be considered for state appointments and jobs

    – remember that under Jack Franks as County Board chair, suddenly McHenry County labels McHenry County Blog a Frequent Requester for FOIA purposes;

    – remember that under Jack Franks as County Board chair, McHenry County Blog is blocked from County wifi;

    – maybe some other people want to round out the top 10 list.
