Legislation Allows Reduction of Number of Precinct Judges in Primaries

Before yesterday, precincts had to have five election judges.

With the signing of House Bill 539 by Governor Bruce Rauner, now only three are required, if a county board decides that is best.

Locally, only Allen Skillicorn voted in opposition to the proposal.

  1. Bad idea in contested races there are lines of people wanting to vote 3 judges will be over whelmed. Why is this a problem? The state should be working on more important things.

  2. Many times they have nothing to do, its a chance to save $$$$ when there isn’t contested races or referendums on the ballet.

    The County Clerk and election judges should be able to predict where extra help is needed.

    on your way to work or after work want to get home but waiting in a line?

    The idea is to get people to vote not discourage it.

    No one likes waiting.

  6. Interesting that this change would require county board approval but our current clerk is in the process of dramatically reducing the number of polling places without anyone approval.

    However, the county board may appoint 3 judges of election to serve in lieu of the 5 judges of election otherwise required by this Section

    (1) to serve in any emergency referendum, or in any odd-year regular election or in any special primary or special election called for the purpose of filling a vacancy in the office of representative in the United States Congress or to nominate candidates for such purpose OR

    (2) IF THE COUNTY BOARD PASSES AN ORDINANCE TO REDUCE THE NUMBER OF JUDGES OF ELECTION TO 3 FOR PRIMARY ELECTIONS.

    House Bill 539 (HB 539) in the 100th General Assembly was sent to the Governor on June 27, 2017.

    The General Assembly website does not indicate that Governor Rauner signed the bill into law.

  9. Mark S. Is correct, at times there should be more election judges and machines to check votes in plus more voting machines to reduce waiting time to vote.

    There are elections where 5 is not needed, sometimes 3 are just sitting around doing nothing.

    The County Clerk should be able to anticipate the number of voters and assign the proper numbers of judges and machines.

    There should be a slight savings in related costs if the County Clerk does their job correctly.

    Joe T. seems to possess this ability, and we can always add more as a precaution if he doesn’t in the future.
