Skillicorn Opposes “Overly Broad” Gun Control Bil

Skillicorn: HB 4117 Would Turn Law-Abiding Citizens into Felons

SPRINGFIELD – Today, State Representative Allen Skillicorn (R-East Dundee) applauded the failure of House Bill 4117 to clear the Illinois House of Representatives.

Skillicorn said the overly broad and vague nature of the legislation would have made law-abiding citizens across Illinois felons simply for possessing common firearm modification equipment.

“House Bill 4117, as so often happens, was too hastily and poorly crafted in response to a terrible situation,” said Skillicorn.

“Because of this, the bill failed to address the fear it was attempting to protect against and instead would have turned law-abiding citizens into felons had it not failed in the House today.”

HB 4117’s broad scope would have required a FOID card for the purchase of certain common chemical items and outlawed the sale or possession of many basic trigger modification devices.

Skillicorn said outlawing so many common trigger modification devices would turn law-abiding citizens across Illinois into felons because some of the most commonly owned firearms frequently use trigger modifications to improve accuracy and safety.

Skillicorn, like many other members of the House, expressed serious concerns about these, and other, aspects of the legislation.

“When legislation is being created that impacts our constitutional rights, we need to be sure it is neither excessively broad nor vague so that the rights of Americans are not infringed.

“To do otherwise would be un-American,” Skillicorn concluded.

Here is the synopsis of the bill:

Amends the Firearm Owners Identification Card Act.

Provides that no person may acquire or possess any pre-packaged explosive components within this State without having in his or her possession a Firearm Owner’s Identification Card previously issued in his or her name by the Department of State Police.

Amends the Criminal Code of 2012.

Prohibits the knowing sale, manufacture, purchase, possession, or carrying of a trigger modification device.

Defines “trigger modification device”.

Creates the offense of unlawful sale or delivery of pre-packaged explosive components.

Defines “pre-packaged explosive components”.

Establishes penalties for these offenses. Effective immediately.

  2. Does that mean he supports limited gun control?

    How about this one for limited gun control: people who are convicted of violent felonies shouldn’t be allowed to get guns.

    Oh, yeah, right, that’s already a law, huh, but it apparently doesn’t work in Chiraq, aka Chicongo.

    Ordinary people’s physical safety is now threatened by the Section 8 imports to McHenry County!
