McHenry County Auditor Pam Palmer Announces Retirement

In the boxes of McHenry County Board members before last night’s meeting was a letter from County Auditor Pam Palmer announcing her retirement.

She has selected January 5th to leave office.

My understanding of the law is that McHenry County Chairman Jack Franks will name her replacement with two qualifications;

  1. The replacement must be a Republican.
  2. The replacement must be approved by the County Board.

Had Palmer resigned earlier, her replacement could have been selected by the voters.

  1. I believe this is incorrect.

    (10 ILCS 5/25-11) (from Ch. 46, par. 25-11)
    Sec. 25-11. When a vacancy occurs in any elective county office, or in a county of less than 3,000,000 population in the office of clerk of the circuit court, in a county which is not a home rule unit, the county board or board of county commissioners shall declare that such vacancy exists and notification thereof shall be given to the county central committee or the appropriate county board or board of county commissioners district committee of each established political party within 3 days of the occurrence of the vacancy. The vacancy shall be filled within 60 days by appointment of the chairman of the county board or board of county commissioners with the advice and consent of the county board or board of county commissioners.

    However, if more than 28 months remain in the term, the appointment shall be until the next general election at which time the vacated office shall be filled by election for the remainder of the term.

  2. So what the timing of this means is that, since the vacancy was not announced until after the last date for filing of petitions for the primary election, there will be no primary election for auditor.

    At some time, which can be either before or after the primary election, the County GOP would meet and vote on who should be placed on the ballot for the General Election to take place THIS YEAR.

    So any replacement will only serve until next December, unless that person is also selected by the McHenry County GOP committeemen to be the candidate for the ballot in the Fall election.

  4. Correction: It will be filled at the General Election next November.

    There is no law on when the Central Committee needs to do this, so long as it is on time for ballot placement in the Fall election.

    So if there is a big change expected in who the committeemen are going to be that are elected in the March primary, the Party could make the selection before then, so games could be played.

    Therefore, if Chairman Franks does not recommend someone who is acceptable to the GOP, that person will have very short career as he or she will not even be on the ballot.

  5. Resignation novel:

    Chapter 1 – feel sorry for me

    Chapter 2 – pat me on the back / self accolades

    Chapter 3 – “unexpected delays” now you can’t vote on my replacement.

    Chapter 4 – keep my fingers in the pie.

  6. Had the resignation become effective on Dec.4th, there would have been a special period opened up for circulating petitions for the primary.

    Also Peter Austin fixed it so little Pam Palmer sister Linda Gisele is now working at the regional superintendent of schools office in a position that pays very well and was never posted.

    Everyone patronage is alive and well in McHenry County!!

  11. Yes provenzano and others have patronage hiring by Lutzow and Gasser in Algonquin but they only want to point. the finger at others but remember when you point one finger there are four pointing back at you.

    Just like the Judge Caldwell who already announced his retirement back in Sept and had retirement party over a month ago, but no official retirement until after the candidate filing period ended.

    this is a dirty political game to deny voters their choice of replacement and appoint a new judge instead.

    Whoever thy appoint is already tainted because of this.

    MCHenry county is a jpke.

    They count on nobody noticing their slimeball moves.

Can we tie in the Republican committeemen battle in McHenry Township to Palmer’s resignation to Althoff’s candidacy for County Board to Reinert’s candidacy for Senate to Heisler not running for office to Tirio having a challenger to the State’s Attorney not getting involved in Alg. Twp. to Franks Madiganizing the County?

    Is Althoff still ‘buddying’ up with Franks by “working across the aisle”?
