Should County Board Trust Jack Franks to Spend Over $20,000 without Board Approval?

That’s the question that astute members of the McHenry County Board have noticed is hidden deep in the agenda at tonight’s meeting.

Look at agenda item 19.1.a on page 356 of the agenda packet.

Below is the relevant part of the ordinance, which is enlarged:

If this passes, McHenry County Board Chairman Jack Franks can spend not the current $20,000, but up to $30,000 without approval of the McHenry County Board.

  1. I’ll be very surprised if we don’t see the usual cast of ‘Lap Dog’ lackeys roll over once again and give Jack what he really wants most.

    Control of the money.

    So close to the election too. Ah …….. some seats could change on this vote.

  2. What doublespeak. Read the section before it:
    “Notwithstanding any other provisions of this Ordinance, the Director of Purchasing
    or other County officials (as authorized by the County Board or Illinois or federal statute)
    may make emergency Procurement of Goods and Supplies, Equipment, Services,
    Professional Services, or Construction when there exists a threat to public health, welfare,
    or safety, or to prevent or minimize serious disruption of government service;”

    Yes, I trust that the voters made the choice when voting in a chairman and that the chairman the voters votes in will faithfully execute the office he or she was elected to oversee when there is an emergency.

    Did you read the full brief? “If this passes, McHenry County Board Chairman Jack Franks can spend not the current $20,000, but up to $30,000 without approval of the McHenry County Board,” is not a representation of what the paragraph subsequently covers.

    Under the proposal, the chairman does not have the authority to spend $20,000 whenever he wants.

    It has to be an emergency situation.

    Historically, the Federal government has leveraged the executive branch to make swift actions in times of crisis hence why Presidents are able to go to war without congressional approval.

  5. Jack isn’t the executive branch of the McHenry County, even though he is behaving as if he were.

    The voters nixed the County Executive form of government.

  7. Also, Andrew Gasser comments at 4:00 CST. Shouldn’t he be highway commissioning right now? Good to know taxpayers are footing the bill for costly lawsuits and not to work.

    I would encourage you to listen to my comments to the McHenry County Board this evening and then shine your light of truth upon them.

    To my friends on the McHenry County Board I apologize for leaving.

    ‘Spotlight’ must be attempting to divert attention away from the ’round mound’ who uses taxpayer dollars to campaign with ‘awards’ not approved by the County Board. Those ‘awards’ should have had the caption: PAID FOR BY MCHENRY COUNTY TAXPAYERS, and definitely should NOT have the name of the County Board Chairman on them.

    don’t we have enough county Depts that are supposed to take care of emergencies.

    Giving the chairman this right would be like throwing the money out of the window on a windy day.

    He is chairman not Executive and I don’t think he gets the difference.what a power grabbing piece of work Mr.
