The Winnebago County Board decided to exercise its legislative power Thursday by stripping County Board Chairman Frank Haney of power a 12-8 majority thought he had abused.
The Rockford Register-Star reported one Republican said the Chairman, a Republican elected at-large, was too much of a gatekeeper.
According to the paper, the goal was “to cripple the powers of the chairman.”
State’s Attorney Marilyn Hite Ross explained the Board’s power:
“In the form of government in Winnebago County, the County Board is the head of county government in Winnebago County.
“The County Board created the position of County Board chairman in 1992 so that all of the authority from the chairman stems from the authority that is given to the chairman by the County Board.”
