Harvard Seeking Sales Tax Hike of 1% to Finance “Public Infrastructure” (Think Mainly Roads)

Proposition To Impose A Municipal Sales Tax

Shall the corporate authorities of the City of Harvard, be authorized to levy a municipal sales tax at a rate of 1% of
eligible sales for expenditures on public infrastructure?

Here are the relevant minutes from the November 11, 2021, council meeting shen the decision to seek a higher tax rate was passed:

Municipal Sales Tax Dedicated to Road Improvements

Alderman Gorman addressed the Committee concerning the timing of what needs to be done to charge an
additional sales tax to be dedicated for roads.

  1. Pass an ordinance to get the issue on the ballot
  2. Election day June 28, 2022
  3. If the measure passes get a certified ordinance to the Illinois Department of Revenue
    It was also noted that with this time frame that collection of the tax would not begin until January 1, 2023
    Motion by Alderman Lavallee seconded by Alderwoman Haderlein to recommend to the City Council to have staff draft an ordinance to get this measure on the ballot and have presented to the City Council at its December 2021 meeting. All ayes motion passed.

  1. This is nuts.

    So Harvard is going to use sales taxes on things like clothing, appliances, household goods, and restaurant meals to….fix streets? (At least Harvard plans to exempt groceries.)

    Sales taxes are highly regressive. They disproportionately (and adversely) affect people of lesser means.

    Why not levy fees and taxes on items that have more of a relation to streets — like municipal vehicle stickers and gasoline?

    Distasteful as it is, a property tax hike would be far more relevant to repairing infrastructure than a sales tax.

  2. I guess this is to insure that the illegal alien Mexican pays something.
