The first part is about Joe Biden being bad and the second part is a quote by Mencken that’s anti-democracy, but there is no link or explanation in your article that shows how these two ideas are related.
Mencken’s quote, in my opinion, is about people being stupid and increasingly becoming more stupid, and how democracy will continue getting worse results as our people become worse (not only less intelligent but less virtuous, lower attention span, etc.) while the observation about Biden is about how he is hoodwinking people.
The Mencken quote shows the low quality leaders we have are the product of a low quality voting base, while your friend’s observation is that the poor old voters are being deceived and are victims.
