City Receives OSLAD Grant for Splash Pad
The City of Woodstock is excited to announce it has been awarded $600,000 through the Illinois Department of Natural Resources (IDNR) Open Space Lands Acquisition and Development
(OSLAD) Grant Program.
This funding will help make a $1.2-million splash pad project at Emricson Park’s Water Works pool facility a reality, enhancing recreational opportunities for residents and visitors.
“We are thrilled to bring this unique recreational experience to the City of Woodstock,” said Mark Pentecost, Parks and Recreation Director. “This wouldn’t have been possible without the state’s generous support.”
The multi-component splash pad will feature whimsical spray elements with recirculated and disinfected
water.
Complementary amenities include wheelchair-accessible concrete surfacing, outdoor games, a sand volleyball court, shade shelters with seating, game tables, and walkways to ensure an inclusive and
enjoyable environment for all.
Construction is expected to begin after the 2025 pool season concludes.
Once completed, the splash pad will be free for all to enjoy, fostering accessible recreation for everyone in the community.
As a special tribute, the site will feature a native-flower garden honoring Melissa Canto O’Leary, a beloved member of the Water Works staff for 20 years. Melissa, who passed away unexpectedly in August 2022, made a lasting impact on the community as a lifeguard, water safety instructor, and pool manager.
To date, Woodstock has raised $100,000 for the project through individual donations, strategic partnerships, and the Splash Bash Memorial Run honoring Melissa. Donations to support this initiative

This splash pad project is Woodstock’s second Emricson Park initiative to receive OSLAD funding.
A multi-generational recreation facility in the park’s southeast corner is nearing completion.
It features an inclusive playground, adult fitness court, and family picnic shelter. A grand opening for this facility is tentatively scheduled for May 2025
