That’s what NIU Today is reporting.

The award is from the American Society of Public Administration’ Section on Intergovernmental Administration and Management.

It will be given at the March meeting in Chicago.

Austin was nominated for the Donald C. Stone Practitioner Award by the head of the Northern Illinois University’s Department of Public Administration, Kurt Thurmaier.

Thurmaier wrote that Austin “has been at the forefront of innovations in intergovernmental cooperation” in the area, including bringing fiber optic cable to Woodstock.

  1. Given that Earthlink installed a fiber optic network in Woodstock a full year before Mr. Austin even had a job in McHenry County, I call bullshit on that statement.

  2. Of course, now I have to call bullshit on the author of this blog- here’s the paragraph about fiber optic:

    “Austin was instrumental in an initiative the county undertook with the Illinois Department of Transportation to install fiber optic cables along Route 14, Thurmaier said. A number of local government partners have come together in a consortium to share installation and maintenance costs and reap the benefits of this $2.1 million investment.”

    Curiously, the term “Woodstock” appears nowhere in the article. What article are you reading, Cal?

    The next reporting of compensation is from the document from the McHenry County website titled, “McHenry County Government Center, Salary Compensation Report Pursuant to Section 120/7.3 of the Open Meetings Act for Fiscal Year 2013 – 2014 (as of 11/12/14).

    The document further more states, “In accordance with PA 97-609, and certain requirements within this act, a government entity is required to list on its website the total compensation package of every IMRF covered employee earning a total compensation package in excess of $150,000 within 6 days prior to the approval of the annual budget.

    Salary and benefit information for IMRF employees are for salaries on FY 2013-2014 as it represents numbers that are actual year-to-date.

    This information is offered to provide transparency on projected costs.”

    Sick Leave Buyback: zero.
    County Share Health Insurance: $15,165.
    County Share Dental Insurance: $1,196.
    Vehicle Allowance: $8,007.
    Stipend: zero.
    Clothing Allowance: zero.
    Sick Days: 20.
    Vacation Days: 20.
    Total (including benefits): 206,800.

    Note that social security contribution is not included.

    Presumably there is an employer contribution to social security (those that contribute to the IMRF pension fund also contribute to social security).

    Also note the Vacation Payout of $10,284.

    That is likely unused vacation.

    Taxing Districts vary in how they treat unused vacation.

    And it often varies by classes or groups or individuals within a taxing district.

    Sometimes it’s use it or lose it, no rollover, that seems to be pretty rare.

    Sometimes a rollover of x number of days is allowed, but prohibited is an exchange any unused days for cash at retirement.

    Sometimes an exchange of x number of days for cash is allowed for workers that are not retiring, and that seems to be the case here with Mr. Austin.

    And sometimes it’s a combination of the above, which may be the case with Mr. Austin.

    Not many people know that some taxing districts allow some employees to exchange unused vacation days for cash to boost their annual compensation; and such an exchange is not the result of an employee retiring.

    The compounded annual growth of Annual Wages from 2000 – 2014 was about 5.5%.

    Keep in mind they County would be entitled to their extension of, the lesser of, CPI or 5%, plus new construction, plus a few other things; plus any State and Federal grants/aid, and various other sources of revenue.

    The compensation does not include the value of sick and vacation days carried over.

    I believe the value of the sick and vacation days, are they value at the time they are cashed out.

    So if you receive 20 sick days in year 1, and kept them 35 years, they could be cashed out at your year 35 salary, or exchanged for years of service credit, or a combination.

    Cashing out vacation days is called Vacation Payout.

    Cashing out sick days is called sick leave buyback.
