Before he was elected Illinois House Speaker Chris Welch had this to say about legislative map reapportionment, according to a Chicago Tribune editorial on Thursday:
The “minority populations” that “face being unfairly lumped into as few legislative districts as possible, as a way to dilute their representation” this year are Republicans.
