General Assembly, Governor Redefine Ex-Cons as “Returning Residents”

Illinois is entering Brave New World territory.

The bill (House Bill 1342) concerning the Regional Transportation Authority has this buried at the bottom of page 24:

“In this Section, ‘returning resident’ means any United States resident who is 17 years of age or older and has been in and left the physical custody of the Department of Corrections within the last 36 months.”

Richardson now heads Gunowners of America.

In the House, Republicans voted against the bill (but probably not for this reason.

Most Republicans in the Senate supported the measure.
