The 1950 Sheriff’s Race and Why the 1870 Constitution Did Not Allow Consecutive Elections for Sheriffs and County Treasurers

I don’t know if Hick Nulle had an opponent in 1950.

Hick Nulle’s McHenry County Sheriff’s palm card.

Probably not.

Note that Nulle is running for Sheriff for the third time.

Under the 1870 State Constitution, Sheriffs and County Treasurers could not run for re-election.

An old timer at a County Treasurer’s Association meeting told me it was because the 1870 Constitutional fathers figured if you could not make enough money in four years in those offices, you were too stupid to serve.

One can imagine how a Sheriff could make money, but a County Treasurer?

Until the mid-1950’s in McHenry County when the post of Supervisor of Assessments was created, the County Treasurer also was the head assessor.

Now, can you image how a Treasurer could have made money.

  1. I’m guessing “two term Sheriff”, “Twice Chief of Police” during dubya II, was 4F due to flat feet, but luckily was able to attend dances with those lonely USO hostesses.

Everyone did their part back then.

  2. Township supervisors are mostly crooked liars and scammers. Look at Mahady and Zielinski for starters.

  3. Cal: Don’t forget the women who demanded I audit you when you were Treasurer and I was Auditor because she was convinced you were putting 20 million of the tax money your office collected in your pocket.

Despite my best efforts I don’t think I convinced her even after I showed a tax distribution report from the last year.

Like the schools wouldn’t notice if they didn’t get their money.

  4. Back in the days when all state aid to edcation went through the County Superintendent of Education.

  5. Nulle was the Sheriff in 1985, I remember him and the year we met.

Wasn’t he the one that died in office of natural causes which left the Coroner Marlene Lantz sworn in as a temporary Sheriff until one could be found?

That was the glitch in the law.

Per our constitution, the Coroner becomes the Sheriff if he or she becomes incapacitated.

With no law enforcement background, suddenly she is the law of the land and didn’t own a gun.

I wonder if they changed that law yet?

No it was William Mullen who died in office and Marleen Lantz took over briefly.

Nygren was Crystal Lake Chief and was appointed Sheriff.

Nygren (a previous democrat ) somehow lobbied via the then County Administrator Bernotas.

He had been Superintended of Crystal Lake Schools and brought Nygren in.

  7. You give no credit to Republican County Chairman Al Jourdan?

  8. Oh I’m sure Al Jourdan had his play controlling the power.

Remember that Nygren’s wife was a vice principal or whatever at Crystal Lake and Bernotas was ex Schools superintendent and now the power player at county.

You don’t think there was quid pro quo on that selection.

The county was an incestuous pit of patronage.
