The problem seems to be that the circles which voters darken to vote were misaligned from from school board races on down the ballot.
From McHenry County Clerk Joe Tirio:
The retabulation effort began this morning at 9:00 am.
The proceedings have been attended by a number of representatives from both the Democratic and Republican parties, attorneys, Clerk’s office staff and a representative from our hardware and software vendor.
We got off to a slow start and it soon became clear that this was going to take longer than expected
While we had hoped to have completed the retabulation by this time of day, we are closer to about 75% complete.
We expect that we should have new set of unofficial results by mid-day tomorrow.
We understand the inconvenience this causes, but more importantly appreciate the need to get this done correctly.
It is too early to say absolutely, but we believe that the greatest change that will take place will be in the “down ballot” races.
In simple terms, the issue is caused by the ballot counting devices looking for the oval that you fill in, but not finding it.
This only affected election day, “fill in the oval” (old-fashioned paper) ballots.
Express vote (“touch screen”) ballots were not affected.

Can’t somebody come up with a fool proof system, one that doesn’t require a Clerk??
I would have rather had a hanging chad than this.
I would rather have hand counted paper ballots.
Then, if a mistake is made, one knows who to blame.
I’m thinking of 1974’s RTA referendum.
There was one precinct in Downtown Cary that showed the Regional Transportation Authority referendum winning.
I figured it contained a high proportion of railroad commuters.
When I called a judge, however, she was aghast.
Turns out the judges had reversed the numbers in their report.
RTA had lost there, too.
I appreciate that Joe admitted the mistake, and is open about how it is being corrected.
Unlike his predecessor who lied at every mishap to remove the blame from herself.
Every election is subject to a mishap and the question is, WHAT is the clerk going to do to fix the mishap.
Joe has done actually what is needed, a recount with BOTH parties present.
A stand up Clerk is such a breath of fresh air after the last nightmare we all had to endure.
Tirio has no real idea how to run an election.

Cool so where is Joe Tirio, Mike Buehler, the county board, Tyler Wilke, Kristina Zahorik, or anybody else demanding that?
Are they interested in that idea or they interested in the status quo and every election we have these problems?
Republicans seem to not care for whatever reason and Democrats seem not care since they can issue angry press releases after the fact.
Nobody seems serious about wanting to fix these problems and restoring faith in elections.
Tirio is trying to correct a problem AFTER the fact, but we should be trying to get rid of problems before they pop up.

Joe is an honest and honorable man.
He did his job correctly.
He found errors and corrected them.
He did what is expected of him.
Tirio laid another egg. A rotten one indeed.
He allows a cheating system and is OK with it.

WHAT IS SO HARD ABOUT THAT?
Tirio could probably go back to paper ballots on election day, but state law governs early voting.
His job is elections.

Can’t blame Frank’s he’s gone.
Can’t blame software, paper ballots or election judges.
Not a single County in IL had an issue except one.
From what I can tell he gets a pass from the establishment because he’s part of the establishment.
Nobody will argue Mary Mcellen did a good job as clerk.
He runs on a platform of being better and he hasn’t been.
That’s not looking to create a story.
